Overview General information Risk Assessments Unattended/Unsupervised experiments Questions
General information: laboratory safety and HSE procedures • Information on the procedures for working with dangerous chemicals are explained in the brochure from the department http://chem.kuleuven.be/department/safety%20brochure.pdf • Under construction: central website from the department with Risk Assessments • The division created a website with links on safety and some division related info. If you want to add extra forms/info, contact Wim De Borggraeve https://chem.kuleuven.be/research/organ/RAR/ • Website of HSE https://admin.kuleuven.be/vgm/en/index https://admin.kuleuven.be/vgm/en/chemicalsafety
General information • Who is • Specialised HSE Contacts: • For LOSA, LOMAC, MFO: ReinhoudBomans • For LOSH and COC: Dirk Henot and/or Paul Weynants • HSE antenna coordinator: • Marcel Lasker • Info available via KULOKET • Mijn VGM
General information: Good laboratory practices Wear safety glasses, labcoats Do not eat or drink in the lab Keep the lab clean ((bi)weekly cleanup)
General information: Fumehoods • When leaving the lab or not performing manual operations in the fumehood, you have to completely lower the window of the fumehood • The blue sticker indicates the “safe” operational hight • Label unattended flasks indicating content • Important for colleagues • Dangerous product or not? • Do not leave flasks lingering around! • Remove reactants and put things back in the storage room • Check the tubing of the cooling before leaving
Risk Assessments : why? • Legal obligation: Risk assessment is obliged by law when activities are involved with dangerous chemicals • Practical : if an experiment involves any compound with an R-phrase, a risk assessment is needed • Final goal: To know the risks and reduce the risks when performing experiments with dangerous chemicals to levels as low as possible or as low as reasonably acceptable • Ask yourself the question: Is there a safer alternative? Does the scientific added value justify the risk?
Risk Assessments : practical • Risk assessment to be made and centrally stored in the division if • No RA available for experiment • RA has expired (after 5 years) • Experiment poses new risks not yet described • Use the HSE forms as a template • Risk assessments have to be drafted with the activity or experiment in mind, not the product • E.g. : risk assessment dealing with “chromatography”: • Risks of the solvents, solid support, glassware • The procedure to follow however does depend on the products you put in the risk assessment • 2 scenarios
Risk Assessments : E1, E2, E3, E4 without clearance • E1, E2, E3, E4 without clearance : • Make risk assessment in agreement with promotor or senior (buddy system) provide a copy to HSE Antenna • For E1/E2: https://admin.kuleuven.be/vgm/intranet/EN/Documents/compactriskassessment.doc • For E3/E4: https://admin.kuleuven.be/vgm/intranet/EN/Documents/extensiveriskassessment.doc • Classification to be found in KUL dangerous product database • https://webwsp.aps.kuleuven.be/irj/portal/BIG • https://admin.kuleuven.be/vgm/intranet/doc/antenne/AntenneChemischeVeiligheidRzinnen.pdf
Risk Assessment : E4 with clearance • E4 with clearance (compounds posing acute immediate risk) • Make risk assessment in agreement with hierarchical head • For E4+: https://admin.kuleuven.be/vgm/intranet/EN/Documents/extensiveriskassessment.doc • Declaration duty (send RA to Marcel.Lasker@chem.kuleuven.be) • Only allowed to start experiment after feedback of HSE AND final approval of promotor • Classification to be found in KUL dangerous product database • https://webwsp.aps.kuleuven.be/irj/portal/BIG • https://admin.kuleuven.be/vgm/intranet/doc/antenne/AntenneChemischeVeiligheidRzinnen.pdf
Risk Assessment : Division RA project • Goal : Divisionwidegeneralised risk assessments for the most common types of experiments/actions with chemicals • Centralised storage and accessible by all division members • Responsability of the researcher to: • Know the content of these RA • Apply the prescribed safety precautions • ADD AT LEAST A SHORT PARAGRAPH TO EACH EXPERIMENT IN THE LABBOOK WITH SPECIFIC RISKS PER EXPERIMENT • Make new RA if risks not covered in new experiments are present • e.g. Hydrogenation at high pressure vs at atmospheric pressure • Make new RA available for centralised storage (Wim De Borggraeve) • Promotors will check if these rules are followed. Not following the rules could lead to being disallowed access to the lab.
Unsupervised/unattended experiments • Work hours • Monday-Thursday : 8 am-8 pm • Friday : 8 am-6.30 pm • Weekends and holidays : CLOSED • When running unsupervised experiments (outside of the work hours): • Duty to report the experiment • Duty to put notification on the fumehoodand outside of the office at the entrance door • Not allowed to set up new experiments or to do any manipulations in the hoods outside the working hours (ventilation regime does not allow it)!
Unsupervised/unattended experiments • Make sure the risk assessment is made and approved • Make sure you take all prescribed precautions before starting the experiment • Obligation to declare • Fill out the declaration form: • https://admin.kuleuven.be/vgm/intranet/EN/Documents/unattendedexp.doc • CONTACT TELEPHONE NUMBER OF PERSON RESPONSIBLE FOR THE EXPERIMENT, ROOM NUMBER AND BUILDING • Hazards and basic risks for people entering the room • Precautions to be taken in case of disturbance or accident (allowed to switch off water, heating, how to extinguish a fire (powder, metal extinguisher)) • Email declaration form to: CentraleDispatch@tech.kuleuven.be and in cc: vgm@kuleuven.be Marcel.Lasker@chem.kuleuven.be HSE-antenna (Reinhoud or Dirk) Promotor • Post the declaration form on the door at the entrance and on the fumehood
Procedure : remarks on form filling When reporting unsupervised experiments that will be conducted in labs where permanent ventilation is present, do NOT fill out the ventilation section of the form
Procedure : remarks on form sending • Send the forms onlyonce to the correct people, do not mix the procedures • Risk assessment to • Marcel.Lasker@chem.kuleuven.be with cc to promotor and local HSE contact • Use a standardized subject line containing at least: [RA] • Forms on unsupervised experiments to: • CentraleDispatch@tech.kuleuven.be • With cc tovgm@kuleuven.be Marcel.Lasker@chem.kuleuven.be HSE-antenna (Reinhoud or Dirk) (Promotor) • Use a standardized subject line containing at least: [UNATTENDED EXP]
Procedure: remarks on ordering compounds What info is needed if a new product has to be ordered (no article number available)
New gas central for hydrogen detection First floor : room for high pressure hydrogenation Separate alarm
