Objective • Approval of 2010 Critical Buses as defined by the TAC-approved State Estimator Standards • “On 20 most voltage critical buses designated by ERCOT and approved by TAC each October; the telemetered bus voltage minus state estimator voltage shall be within the greater of 2% or the accuracy of the telemetered voltage measurement involved for at least 95% of samples measured during a 1 month trial.”
Critical Buses • Does not refer to critical reliability facilities as defined by NERC • Defines key buses to be monitored to ensure State Estimator accuracy • Reviewed by the Network Data Support Working Group • A new revision to the State Estimator Standards is being drafted that will change the report name from “…Critical Buses...” to “…Key…” or “…Vital State Estimator Buses” to avoid future confusion with NERC terminology
Determination of Critical Buses • Major criteria for inclusion in critical bus list • Nuclear plant associated buses • Black Start synchronization point-related buses • IROL associated buses • CSC/CRE related buses
Conclusion • ERCOT SE report will monitor the telemetry vs. SE bus KV and document violations for the approved buses • The future SE Standards revision will remove references to “critical” in order to avoid confusion
