  4. THE CHALLENGE To develop a globally competitive workforce, capable of providing quality products and services.

DIAGNOSIS OF THE CHALLENGE • Deteriorating Quality of Education • 2004 TIMMS* ranking in Science (42) and Math (41) • out of 45 countries • Mismatch of Jobs and Skills • Lack of Training and Technology • Damaged Values System • Lack of integrated approach to Human Resource Policies • Poor Health and Working Conditions * Trends in International Mathematics and Science Study

ACTION AGENDA Framework for Reforms • Address the development needs of specific human resource sets: • Frontline government personnel • Professionals • Farmers/Fisherfolk • Manufacturing workers • Services – ICT, medical tourism, etc. • Students – primary, secondary and tertiary • Educational reform is the lynchpin for long-term competitiveness

  7. SUMMARY OF KEY RECOMMENDATIONS • EDUCATION/COMPETENCIES • Reallocation of resources to prioritize: • improving proficiency in Math, Science and English • teacher training • Implementation of the 12-year basic education track • Acceleration of school computerization

SUMMARY OF KEY RECOMMENDATIONS • TRAINING OF WORKERS/TECHNOLOGY • Implementation of the Manggagawang Pinoy under the EBESE • Program • Intensification of industry productivity programs nationwide thru: • revitalization of the Philippine Council for Productivity • institutionalization of the DOLE Labor Education Program in partnership with the private sector

  9. SUMMARY OF KEY RECOMMENDATIONS VALUES DEVELOPMENT • Societal values formation to create a “Culture of Excellence” HUMAN RESOURCE POLICIES • Formulation of a Medium Term Human Resource Development Plan in support of the MTPDP • Implementation of the Philippine Services Roadmap

  10. COMMITMENTS OR SPECIFIC ACTIONS OF AGENCIES PUBLIC/PRIVATE PARTNERSHIP (PPP): • MOU among government training centers, ECOP, PCCI and PhilExport to expand the “Manggagawang Pinoy” under the EBESE Program • MOA on the implementation of the Philippine Services Coalition’s Services Roadmap
