Institutional Structure - Overview • Formulating an institutional structure is a key short-term priority • No specific model can be universally applied to each region • Current structure includes RWMG and RAC • RWMG cannot commit to continuing to fund IRWM planning 6

Institutional Structure Functions • Planning-Related Functions • Coordinate watershed, jurisdictional, and agency planning with IRWM planning efforts • Establish a forum for identifying and resolving conflicts • Provide input on legislative and regulatory concerns • Determine scientific and technical information needs • Manage public and stakeholder outreach, including disadvantaged and EJ communities 8
Institutional Structure Functions • Planning-Related Functions, cont’d • Develop Plan Implementation Priorities • Coordinate and manage regional data management • Monitor and assess Project and IRWM Plan effectiveness • Facilitate funding through grant applications, legislative allocations • Provide administrative support to planning process • Project-Related Functions • Identify opportunities for and coordinate project integration • Manage project implementation and performance 9

Institutional Structure Roles • Administering Entity • Public agency or non-profit corporation • Contracts for services as needed • Receives and administers grant funds • Management Committee • Board or steering committee for administering entity • Meets routinely • Oversees Plan implementation and updates, applies for and administers grant funds • Technical Subcommittees • Address IRWM planning topics such as data management, outreach, flood control, etc • Smaller in size and report to the management committee 11
Institutional Structure Roles • Source of Funding • Secure source of funding needed as RWMG agencies cannot commit to fund process indefinitely • Stakeholders • Ensure transparency and inclusive stakeholder participation • Represent the Region as a whole on IRWM planning • Include an advisory committee to assist in decision-making 12
