Organizational aspects The project «University ranking: TOP200” was implemented by UNESCO chair “Higher technical education, applied system analysis and Informatics” (Ukraine) based on the Memorandum signed on July 6, 2006 between this chair and UNESCO-CEPES. Features of higher education in Ukraine. An increase of number of higher educational institutions for the last decade. Insufficient financing of universities, including scientific projects. Small number of publications of the university lecturers in foreign publications. Absence of objective and independent web-sources reflecting activities of universities. Stages of formation of Ukrainian universities ranking system 2006г - for the first time the methods of ranking was introduced at the conference IREG in Berlin. The Memorandum was signedbetween UNESCOchair“Higher technical education, applied system analysis and Informatics” (Ukraine) and UNESCO-CEPES. 2007г – project launch, the first ranking issue. At that stage only quantitative measures were used (16 indicators). Development of software informational project provision . 2008г – methods specification according to the best practices and recommendations. An increase of the used quantitative criteria up to 20 . 2009г – expert estimation is included into the ranking system. Introduction of the index of informational software.
