  2. Outline • Part 5: 121 Rule • SMS Pilot Project • Focus Group • AFS SMS Guidance • CMT/CMO Coordination • Educating AFS staff on SMS • International Collaboration Group (ICG)

  3. Part 5: SMS for Part 121 Rule • Currently in Office of the Secretary of Transportation (OST) • Next will go to Office of Management and Budget (OMB) • Publication of Regulation • Effective date of Regulation

  4. SMS Voluntary Implementation: SMSPilot Project • Pilot Project activities commenced in 2007 • Voluntary SMS development • AFS combined effort • Objectives are to Develop: • Implementation strategies, • Oversight interfaces, and • Gain experience for FAA and Service Providers

  5. SMS Pilot Project Transition • Part 5 will end SMSPP for part 121 certificate holders but will continue for 135, 145, 141, and others meeting entry criteria • SMSPP guidance material will be updated to Part 5 • Part 121s in SMSPP will revise their implementation plans and submit to FAA for part 5 approval • SMSPP Levels will no longer be mandatory but may be used as milestones within existing or future implementation plans • SMSPO will provide bridging guidance and ongoing support to certificate holders, CMTs and CMOs

Focus Group (SMS FG) Collaboration with industry Voluntary implementation user’s group • Provides a two-way communications mechanism between SMS PO and participants in voluntary implementation • Provides a forum for knowledge sharing among participants • Last FG meeting over 300 attendees June 2012 in Denver

  8. CMT/CMO Coordination • Coordination with Certificate Management Team or Certificate Management Office • Outreach to regional offices and local FAA offices • Regional points of contact

  9. Educating AFS staff on SMS • FAA21000059 Safety Management (Indoc) • FAA21000018 SMS Initial Training • FAA27100028 Overview of Safety Management Systems (web based) • SMS Interactive Visual Training (IVT) • Course in development • SMS Practical Development and Implementation (PDI)

  10. AFS Participation in the SMICG • AFS is actively participating in all WGs of the Safety Management International Collaboration Group (SMICG) • Measurements • Documentation • Standardization (being sunset) • Training (New) • AFS maintains contact with other regulators on SMS implementation issues via SMICG contacts • AFS SMICG members are also interfacing with AVSSMS coordination group
