  3. Hazard Mitigation • What is hazard mitigation? • Sustained action taken to eliminate long-term or short-term risks to life and property • Prevention • Protection • Preparedness • Resp0nse • Recovery

  4. Mitigation Actions • Prevention. Actions necessary to avoid, prevent, or stop an imminent threat or actual act of terrorism. • Protection. Actions necessary to secure the homeland against acts of terrorism and manmade or natural disasters. • Preparedness. Actions taken to plan, organize, equip, train, and exercise to build and sustain the capabilities necessary to prevent, protect against, mitigate the effects of, respond to, and recover from those threats that pose the greatest risk to the security of the Nation.

  5. Mitigation Actions No matter what actions we take today to prevent, protect, or prepare a disaster will hit at some point in the future which we did not anticipate or plan for. This leads to: • Response. Actions necessary to save lives, protect property and the environment, and meet basic human needs after an incident has occurred. • Recovery. Actions necessary to assist communities affected by an incident to recover effectively.

Task 1 • Determine the Planning Area and Resources • The Planning Areas are determined by the County boundaries and each jurisdictions boundaries • The resources within each planning area that can be used to help in disaster/hazard situations: • Medical, Fire, Police Staff • Facilities and equipment • Buildings and other sites within the community • Infrastructure

Task 2 – Building the “Team” • Stakeholders (cont.): • Transportation • State Emergency Management • Regional Planning Agency • City/County Councils • Fiscal Courts • Planning Commissions • Stakeholders should include: • Building Code Enforcement • Emergency Management • Fire Departments • Floodplain Administration • GIS • Parks/Recreation • Planning Departments • Public Works • Stormwater Management

  9. Task 3 – Outreach Strategy • Outreach through • Committees • Public Hearings

  10. Task 4 – Community Capabilities • Identify all areas of capacity for a community to respond, prepare, avoid, and mitigate future hazards • Planning • Regulations • Policies • Resources

  11. Task 5 – Risk Assessment • Define Risks • Identify Hazards • Describe Hazards • Document Frequency of Past Occurrences • Map the Hazard • Identify Community Assets (i.e.) • People • Economy • Built Environment • Natural Environment

  12. Task 5 – Risk Assessment (cont.) • Review Previous Plan – Any shift in priorities? • Analyze the Risks and Assets • Summarize overall vulnerability

  13. Task 6 – Develop Mitigation Strategy • Goals – Long term achievable outcomes • Objectives – Short term ideas that will lead to the completion of the goal • Implementation Policies – Specific Actions taken to realize the objectives

What does all this mean? • We need your help. • Be active in the committees • Garner support from other members in the community • We want this plan to be useable, not just to be shelved until the next update • The completion and adoption of this plan will determine if your communities can obtain FEMA funding for future hazards/disasters

  15. Worksheets and You • Over the course of the project we will be providing modified versions of worksheets found in the Hazard Mitigation Handbook tailored to Central Kentucky

What we will need from each Jurisdiction • Summary of each Jurisdiction’s individual Risk Assessments • Including documentation of past occurrences and various statistics • List of legal and regulatory capabilities • List of Technical Staff and Personnel capabilities • Summary of each Jurisdiction’s financial/fiscal capabilities • Assessment of each Jurisdictions previous plan cycle mitigation actions and projects • Summary of anticipated mitigation actions, projects and an implementation strategy
