  5. Austria and Luxemburg joined the system during the development phase. Estonia started with the system in September 2003 Switzerland, Slovenia and the Netherlands started the trial in 2003. UK and Malta joined in 2005 Cyprus joined trial in 2007 European Market and ICSMS ICSMS: initiated by the EU, Belgium, Sweden and Germany

A PRODUCT INFORMATION DATA SET includes data on: • General information about the notifying authority • Product identification criteria • Distribution • Relevant Provisions and Standards • Conformity • Depth and scope of testing • Test results and a classification of defects • Accidents occurred • Measures taken by surveillance authority

FUTURE DEVELOPMENTS • Evaluation tools will allow users to fine-tune procedures and to produce analysis of project results and produce charts etc of outputs. • Appropriate platform for complaints: in accordance with the newly revised General Product Safety Directive, ICSMS will create an attractive platform for citizens to address complaints • Templates of forms will be electronically accessible and with facility to be filled in and submitted on-line • Link to RAPEX– will eliminate need for double entry of data • To link ICSMS to EMARS so together they can give comprehensive information across the range from basic skills, project planning through to defective product information and statistical outputs

Enhancing Market Surveillance • through Best Practice • Core Objective: • To ensure a basic level of best practice techniques & cross-sharing of information and expertise in market surveillance. • Through this project, participants will be able to: • Share expertise regarding market surveillance • Together identify and document best practice techniques • Establish guidelines / handbooks on market surveillance • Develop procedures based on best practise techniques • Develop training & educational systems for officers Brussels, New Approach 16 July 2007

  23. POSSIBLE ORGANISATION OF ICSMS AISBL Board of Directors Includes: President, Secretary General and 3 Directors. General Assembly Elects President Secretary General and the Directors Secretary General Application Service Provider (ASP) WG Technical issues Other WGs as required Developments in structure and organisation of ICSMS ICSMS has moved on from being a EU Commission funded project to a fully operational market surveillance system. Plans now are being developed to set up ICSMS as an AISBL* based in Belgium. However, the ICSMS members are flexible on its structure if changes are needed for ICSMS to be developed into an EU wide system for the New Approach * AISBL = Association International Sans But Lucratif

QUESTIONS? • To Sum Up, ICSMS: • Is fully operational in 11 member states plus Switzerland • Is more than a secure product database, it provides the tools for cooperation between market surveillance authorities, including Customs, but also is a public platform for information and recalls • Will link to RAPEX and generate Safeguard and other forms with the aim to have “single key entry” of data • With EMARS it will provide the means to share and improve expertise on market surveillance through best practice techniques, guidelines, handbooks, procedures and training • With EMARS it can meet the information needs of the new approach, from: developing skills and plans; through cooperation between authorities; to making accessible and analysing information on products • It is being put on a firm legal basis in Brussels, and the members are flexible in how it develops to ensure it meets the EU Commission's and all MS’ requirements
