  1. Tempus Joint ProjectHEICA„Higher Education Initiative for Informatics in Central Asia“ Iosif Ten Head of Software Engineering Department Kyrgyz State Technical University named after I. Razzakov

  2. Geographical remoteness and economic constraints only allow for a dragging modernization. This, in turn, is an obstacle to foreign investments, which could help to escape this situation. This project targets the modernization within Central Asia IT academia. International contacts intensified by the joint work on a project relativize the geographical remoteness. It will be further reduced by an increase in student mobility enabled by the adoption of the ECTS (The European Credit Transfer and Accumulation System). Background of the Project

  3. Background of the Project The introduction of the modern communicative teaching approach together with a strong emphasis on practical hands-on training and learning as well as independent knowledge acquisition make graduates fit to work as IT professionals and to keep up with the fast pace of development in this field. Finally, the setup of basic but up-to-date lab facilities through the project eases economic constraints and backs the practical education.

  4. With a look on the future sustainability of modernized academic programs, it is important to fit them into internationally accepted formats. Thus, the Bologna-compatibility of the curricula is of primary concern. While the targeted Central Asia universities benefit from the accepted degree model, the Bologna process itself is also further disseminated. In Central Asia partner universities the undergraduate education does and will have a significant core of obligatory content not even necessarily related to informatics. Background of the Project

  10. The first actions in this project are directed to creating new curricula for the targeted Central Asia universities in the fields of Software Engineering and Information Security. New curricula of the universities must supply maximum of mobility of students by implementing particular facilities. At first, ECTS are used to estimate workload of an educational module in new curricula of the all partner universities. List of Actions of the HEICA-project

  11. At second, targeted Central Asia universities have correlated own curriculum among 20 educational modules (There was special meetings in Dresden, Tashkent and Kaunas). These 20 educational modules are the same for all Central Asia universities in the name of modules, amount of the ECTS credits granted to each module and their spread in the semesters. These changes give our students the maximum possibilities to proceed their training in each partner universities. List of Actions of the HEICA-project

  12. KSTU and KRSU have received 35 computers to equip 2 computer laboratories with 45 wireless adapters to organize WI-FI access and basis for the training students in Information Security modules and 30 FPGA (Field Programmable Gate Array) for the training students in Computer Science modules each of University. During the Bishkek Conference 9-17 June 2011 our European partners provided the training of the staff of Central Asia partner universities in the three directions. Benefits for Kyrgyz Partner Universities
