Adjudication Time Reduction • Mandatory overtime • July 16 through November 17, 2008 • February 4, 2008 to ??? • Slow down in reports of investigations from OPM (32 percent increase in FY07) • Adjudicators brought on board within past 24 months becoming proficient • Reduced queuing time at DISCO for SCI and DOHA cases

Fast Facts • Investigation Requests • ~ 86 percent have contract number field filled in • ~ 71.5 percent could be linked to a DoD contracting activity • ~ 1.6 days to review PSQ, request investigation, make interim determination • ~ 15% interim clearances are declined • When comparing the volume of final clearance determinations between FY 06 and FY07 • the number of TS clearances issued is up 16% • the number of Secret clearances issued is up 6%

Electronic Fingerprints • Goal is to have a store and forward phase 1 (pilot) in place by the end of June • DSS will be working with stakeholders, including several cleared contractors, to define the measures of success • DSS will evaluate the success of the Pilot based on feedback from the stakeholders • That feedback will also provide the way ahead for phase 2 • DSS will keep cleared contractors informed of progress

Personnel Security Investigations (PSI)Annual Survey of Cleared Facilities • Next survey April 14 – May 3, 2008 • Three major changes in this year’s survey • Requesting projections by type of PSIs for specific DoD and Non-DoD components • Requesting three years of projections instead of five • Requesting projections for number of trustworthiness investigations for DoD component customers

PSI Annual Survey of Cleared Facilities • Participation in this survey is critical to assist DoD in planning and requesting sufficient appropriations to ensure industry’s investigative needs are met • Goal is 100-percent participation • A contractor facility’s participation continues to be one of the criteria for the Cogswell Award

SSBI Investigation Requests for Secret Cleared Facilities • JPAS will not allow Secret cleared facilities to submit SSBI requests • We will process SSBIs for certain SAPs • Reflect requirements for an SSBI in the remarks section of the e-QIP • DISCO will change the investigative type to SSBI before releasing to OPM • Occasionally, JPAS will not allow the change. We will release to OPM and then request they up-scope. If you don’t see an upgrade to SSBI, call the DoD call center

Important to Keep Access Information Current • DoD adjudication community uses information in both JAMS and JCAVS to make decisions • Example • Ensure access is recorded in JPAS • If DISCO receives an incident report and no access is recorded, it is assume clearance not required • Loss of jurisdiction will be entered in eligibility • Processing discontinued until new investigation request is received • Post separation date, remove access and SMO, when appropriate

Maintenance of Eligibility Incident report receipt and processing • Assess need for continuing eligibility • If need not identified in JPAS, enter loss of jurisdiction • If need identified, possible actions • Determine item not of adjudicative significance, close and continue eligibility • If favorable adjudication cannot be made • Refer to CAF with SCI cognizance, if applicable • Request PSQ and initiate investigation • Possible interim suspension

Personnel Summary Screen Display“INCIDENT REPORT” • An individual may be in-processed at a new facility and given access • Visit requests may be submitted • How the red is taken out • Adjudicator reviews the report • Makes determination on how to resolve • requests an investigation, or • decides no additional action necessary • When the issue is resolved, adjudicator closes the incident by updating JPAS • The red will be removed

Official Requests for Information • DISCO attempts to correspond via JPAS to ensure timely receipt by FSO • JPAS message examples • Provide within five days Subject’s current complete home address. If not received, eligibility will be withdrawn • Submit SF 86 to DISCO within 15 days, if investigation within scope use the “Break in Service” indicator to submit e-Qip • FSO may use Research RRU to respond to message if no attachment is required (preferred response method)

Future • DISCO moving to Ft Meade, MD, September-October 2011 • Opening satellite office at the DSS Academy in Linthicum, MD, July 2008 • Authorized 13 new adjudicator positions, which will be placed in the satellite office • Moving six experienced DISCO employees to satellite office • Job opportunity announcements for Columbus location indicate DISCO is moving to Maryland
