  3. What is QRIS? A QRIS provides a systemic approach to define, assess, improve, and communicate the level of quality in early care and education programs. 25 statewide QRIS models nationwide Kids' Potential, Our Purpose

What is QRIS? • Quality standards that define effective evidenced-based practices, programs and practitioners • Accountability measures that provide monitoring and support for improvement in program performance and results based on standards • Program and practitioner support to clarify expectations for a skilled and competent staff and the system of preparation and continuing improvement • Financial incentives that enable more sufficient and flexible financing to support standards and produce results • Parent/consumer education efforts to inform parents and the public about the importance of quality care and help them find it Kids' Potential, Our Purpose

Seeds to Success Field Test • Five communities: White Center, East Yakima and Clark, Spokane and Kitsap Counties. • A total of 88 licensed child care facilities, both child care centers and family homes • Supported by two evidence-based tools for measuring environments and teacher-child interactions.

  6. From Field Test to Statewide Implementation Refine & Build (FY 12) • Eligible field test participants can apply to be one of 60 “early adopters” during phase one. • QRIS data system build • PD registry build/alignment Launch & Expand (FY 13) • DEL will begin adding new facilities, depending upon available resources.  Kids' Potential, Our Purpose

Program Components & Budget Budget (FY12): • CCDF Quality Discretionary: $1.3 m • Private grants: Up to $900,000 Program Components: • Quality Incentive Grants • Washington Scholarships for Child Care • Coaching & Training • Outcome Data • Additional incentives based on rating currently in development Kids' Potential, Our Purpose
