Amendment to 2017-2018 Annual Action Plan Recommendation • Find that the recommended action is exempt from CEQA under the “General Rule” guidelines that CEQA only applies to projects that may have an effect on the environment; and • Approve the submission to HUD of a Substantial Amendment to the 2017-18 Annual Action Plan to: a) reduce funding by $100,000 in the CDBG funds from the MASH Pasadena Single Family Residential Rehabilitation Program; and b) allocate $300,000 in CDBG funds for Pasadena Enterprise Center building improvements.
Amendment to 2017-2018 Annual Action Plan Background • The Annual Action Plan (AAP) sets forth proposed use of HUD entitlement funds for the coming program year. • On May 15, 2017, City Council approved the 2017-2018 AAP for submittal to HUD. • The public hearing was noticed in the Pasadena Star News from January 11, 2018 through February 15, 2018. To date the department has not received any comments on the amendment.
Amendment to 2017-2018 Annual Action Plan CDBG Amendment • Due to more than anticipated fees for services work the MASH PSFRR program will not expend all of its CDBG budget. • To maintain compliance with HUD drawdown requirements, $100k in CDBG funds will be recaptured and allocated to other CDBG program activities. • Staff proposes to allocate $300k from the CDBG fund balance (available from recaptured funds and program income) to perform renovation at the PEC building located on 1015 N. Lake Ave, which is in escrow to be acquired by the City on March 12, 2018.
