What It Is • English Literacy and Civics Education (EL/Civics or EL/C) • Civics education is defined by the Federal Register (1999) as “an educational program that emphasizes contextualized instruction on the rights and responsibilities of citizenship, naturalization procedures, civic participation, and U.S. history and government to help students acquire the skills and knowledge to become active and informed parents, workers, and community members.”
Funding • Separate funding stream – 100% federal dollars • Separate budget must be maintained in CCIP • Used to supplement, not supplant, ESOL program • All FY15 EL/C budgets were calculated by ABLE office at $124 x # of projected ESOL students
Accountability Describe successful activities and services supported with EL/Civics funds, including the number of programs receiving EL/Civics grants and an estimate of the number of adult learners served.

Organized a donation drive at the Food Pantry • Met with local legislators • Attended field trips to City Hall, museums, colleges, libraries, police and fire departments • Interviewed veterans from the community • Volunteered at children’s school and nursing homes
Attended citizenship classes • Participated in workshops about the Affordable Care Act, banking, nutrition, financial aid • Attended the English and Pathways for Healthcare Professionals class
