RESTENCIL PROCESS - BEST PRACTICE • Request confidential rights be sent via UMLER system from previous car mark owner • Confidential Rights (built date, original cost) • Caution! You may have to change effective date when you accept confidential rights • Reduces chance of wrong prior id being used • You keep the same car hire rate as the prior id • EIN (Equipment Identification Number) historical lineage • Conflicts are resolved before restenciling can be completed • Restencil process is completed before cars are deleted from UMLER • Use restencil option in UMLER system • Uses data from confidential rights • Data is transferred from prior id • Work with other roads • Request cars be added back in UMLER temporarily • Request confidential rights
EIN HISTORICAL LINEAGE • EIN - Equipment Identification Number • Unique equipment identifier regardless of stenciled mark • Conflict due to Prior ID was never made active or a more recent EIN exists. • Work with Railinc customer service csc@railinc.com • Remember goal is to have EINHistorical Lineage • Car Hire Rates • Uses Prior ID to determine rate • If car is added/restenciled in UMLER in middle of month the rate will not show in CHARM until following month • Rates available same day under DepreMarket Reports/Default Rate Query • Remember goal is to have EIN Historical Lineage

UMLER ISSUES AFFECTING CAR HIRE • Ignoring conflicts – equipment subject to zero-rating in CHARM, restriction in I/C and then deletion • Ignoring ticklers – examples: prior id has been changed to your car; Transportation Code X has been assigned to your Car • Grandfathered boxcars – boxcars owned by Class III exempt from Deprescription • Class III Sub 19 – if missing changes rate indicator from B to M; becomes deprescribed; changes default rate • If restenciled to Class I or II the default rate will be determined by default rate table in effect unless it has prior car number in lineage • If rebuilt it loses its status and becomes deprescribed car • Lessee field – if updated to Class 1 rate indicator changes from B to M; becomes deprescribed; changes default rate • Restencil process using add option verses restencil option – if prior car number information is wrong (orig. cost, built date) or omitted it will affect default rate – request confidential rights • Active/Inactive status – confusion on what car is moving – trace may show both cars – LCS issue
UMLER ISSUES AFFECTING CAR HIRE • Deleting and re-adding car – may affect default rate; example: Grandfathered boxcar • Deprescription – cars deleted from UMLER will show in CHARM file for 1 month; may send back errors if cars still show in your bid • Pool codes added during month – Rule 22 counter reclaims – use Transaction Log • No pool codes – car returns to home road in error; affects utilization • Pool codes dropped - car is restenciled • Over-aged cars – restricted in interchange • 50 year car - the FIRST day of the month that the car becomes 50.
