I. Background • WTO system has reduced most trade barriers caused by tariffs • But different countries’ different automobile safety standards work as technical trade barriers Different Safety Standards Trade Conflict Trade Liberalization in Global Market • China, Japan, Korea • United States (FMVSS) • Europe (ECE, EEC) • Australia (ADR) ….. • Technical non-tariff barrier • Car manufacturing cost increases • Duplicate investment in safety standards • Automobile safety standards are being globalized • Need arises for internationalization and mutual-recognition of safety standards Korea needs to respond to this trend
