Requirements to the measurement programme • Representative rural sites • Standard methodologies • In addition special requirements; • Chemical mass closure • full characterisation of inorganic compounds • EC/OC determination • Improved OC characterisation • Chemical speciation as function of size • Physical characterisation • number size distribution • surface area distribution

Level 1 (all sites) PM10 to be measured at least at one station in each country EC/OC determination for one sample each week for a number of sites at a common laboratory Base cations and sea-salt to be measured at the same sites as above Level 2 (~10 sites) Denuder measurements (N-compounds) Mineral dust Chemical speciation as function of particle size Level 3 (research activities) OC-characterisation Number and Area size distribution Light scattering, AOD etc. cooperation with ongoing research activities Adopted strategy;

Progress with respect to level 2 and 3 activities • Cooperation with WMO GAW on the selection of “supersites” for PM • Useful data also available from some of the regional sites • There is an interest to provide data • but challenges remain • Cooperation with EC-JRC-AEROSOL “ European Aerosol Database” • Nordic Council of Ministers project (PM-Nordic) • Ongoing projects under EC-DG RES- FP5 • Applications for FP5 (GMES) and FP6

Further needs • Still more level 2/3 activities required • QA/QC procedures and activities • Further developments for speciation of carbonaceous matter • Importance of artefacts • CTM-development and validation • Linking of scales In addition large gaps exist in other fields e.g. emissions, cost-curves etc.
