House Bill 376 of 2009 • Provided $21.1 to $22.7 million of additional revenue for ITD and Local Highway Districts • How did it accomplish this? • Eliminated the distribution of gas tax revenue from Parks and Recreation (3% gross receipts, Section 63-2412, Idaho Code) • Eliminated the Idaho State Police from the Highway Distribution Account (5% from the Highway Distribution Account, Section 40-701, Idaho Code)

  3. House Concurrent Resolution 32 • Established a Legislative Task Force to find an ongoing, DEDICATED fund source to replace funds for the Department of Parks and Recreation and Idaho State Police • Parks & Recreation requests $4,901,300 • ISP requests $14,731,800 • Total requested General Funds without additional legislative action is $19,633,100

  4. Recommendations(AKA H457 from 2010) • Delay implementation of H 376 until July 1, 2011 • Gas Tax revenues be permanently reinstated to Parks & Recreation • That the Governor’s task force find an ongoing DEDICATED fund source for Idaho State Police • When H 376 takes effect on July 1, 2011, ITD will get an additional $18.65 million based on latest revenue projections
