  5. Joint Proof and Experimental Unit (JPEU) Proof and test activities conducted by JPEU are the last and the most important activities in ensuring safety of EO and WS used by ADF. Safety of the JPEU activities and its equipment is ensured by JPEU’s accredited Engineering and Maintenance Management System (EMS). Engineering system is accredited by the Explosive Ordnance Safety Regulator (EOSR) and Maintenance Management system is accredited DTR-A.

Joint Proof and Experimental Unit (JPEU) As the Proof, Test and Evaluation Centre for individual items of EO JPEU is responsible to develop and use appropriate methods, procedures and equipment for all tests and/or calibrations. Established Test and Calibration methods are to ensure accuracy, traceability, and reliability of data. JPEU is accredited by National Association of Testing Authorities (NATA) for Electronic Pressure, Velocity and Action time (EPVAT) for small arms ammunition and non destructive radiographic testing.

Scope of JPEU NATA accreditation: • 6.01 Radiographic interpretation applicable to the following • .01 Welded joints • .02 Castings • .03 Wrought products .04 Components, composite products and assemblies • 6.04 Radiographic imaging capability • .01 Film .02 Digital scanning of film images • 13.99 Other materials and products Explosive ordnance - electronic pressure, velocity and action time (EPVAT) by Manual of Proof and Inspection (MOPI) Section 12(D(2004)1) at Graytown (all natures)

Joint Proof and Experimental Unit (JPEU) JPEU performs a variety of tasks that have the potential to impact on the technical integrity of the data it produces, the items being tested (or decisions that others will make based upon the data JPEU provides) and the safety of test personnel. These tasks include: • Design and conduct of the following T&E activities: • Static and dynamic testing of EO, WS and related assemblies; • Environmental testing of EO and non EO item/s, including making determinations on the handling and transporting of stressed EO.

Joint Proof and Experimental Unit (JPEU) • Limited equipment design and management, covering: • Test related design activities including new designs and changes, • Introducing and commissioning test apparatus, • Developing or modifying work instructions and test procedures with technical content. • Conducting technical risk assessments.

Joint Proof and Experimental Unit (JPEU) • Modifications to EO for the purpose of proof, test and evaluation • Breakdown of EO to: • support ammunition investigations and/or component testing; • develop training aids; or • render EO items inert. • Technical investigations. • Maintenance and repair activities including non-destructive test and inspection.

  11. JPEU Engineering Management System Engineering Management System (EMS) within JPEU was first time accredited in Aug 2006 by DTR-A. EMS is defined by the JPEU Technical integrity Management Directive (TIMD). The JPEU TIMD regulates conduct of: • Test Activities • Design/Modification Test equipment • EO Modifications • Limited Configuration management • Maintenance activities The V984 Vibration System is used to simulate transport vibration conditions

JPEU EMS Internal Evaluation • Internal Audit through QMS • Internal Audits are conducted by qualified internal auditors, and supported by technical staff. • The results of these internal evaluations are documented in Audit Reports and include all observations and Corrective Action Requests (CARs). • Internal Audits are reported at regular management review meetings. • Corrective and preventative actions are undertaken as for external quality audits.

JPEU EMS within new environment • Latest version of the JPEU TIMD (to be published by the end of year) is concentrated on safe outcomes of JPEU technical and engineering activities. • Safe design of T&E activity • Safe Conduct of T&E activity • Accurate and reliable report • Constitute part of the EO system safety program • Direct influence on decisions related to EO safety

JPEU EMS within new environment Safety outcomes of JPEU Technical/Engineering activities is achieved by ensuring that: • Decisions to undertake any activity related to EO are properly informed • Advice to inform those decisions is provided by competent and authorised people • The level of effort and evidence is proportional to the risk • A Safety Case approach is employed for every activity

  26. SFARP another buzz word ? Whatever the buzz word is, it is important to remember: • In the face of uncertainty risk management is all about - how well can an organization successfully understand and manage the opportunities and the associated threats that can confront it in meeting OR not meeting its objectives • Corporate Governance, Compliance and Due Diligence depend on demonstrating a strong understanding of risks and appropriate means of successfully managing them. • Internal and External (third party) Audits are needed to provide the assurance that measures are in place and that they are effectively providing the risk control required.
