AB 66 (Muratsuchi) • Peninsula cities experience many electrical outages each year • Outages are a source of frustration, inconvenience and financial loss for residents and businesses • There were more than 100 unplanned outages between 2008 and 2011 • The January 2012 Crest fire and 2 other significant fires have been utility-related and burned over 150 acres of natural habitat
AB 66 (Muratsuchi) • Outages and SCE equipment failures have heightened concerns about safety • Fires associated with SCE equipment failures threaten the lives and property of City residents, as well as to the viability of the City's open space areas • The City Council has appealed to SCE and the PUC to address system reliability issues
AB 66 (Muratsuchi) • City Council and City Manager met with State legislators in Sacramento to discuss electrical outages and utility reliability issues in January 2013 • Assemblymember Al Muratsuchi introduced AB 66 on January 7, 2013 • City Council formally supported AB 66 on April 2, 2013
AB 66 (Muratsuchi) • AB 66 would require electric utilities to report to the PUC the frequency and duration of outages, identifying the most-affected areas • AB 66 would require the PUC to use this information to require cost-effective remediation of reliability deficiencies in the most-affected areas • AB 66 would require public disclosure of this reliability information
AB 66 (Muratsuchi) • Supported by the cities of Rolling Hills Estates, Manhattan Beach and Burlingame • Supported by SBCCOG • Approved in Assembly on May 28th • Approved in Senate Energy, Communications & Utilities Committee on June 25th • Pending approval in Senate Appropriations Committee (date to be determined)
