Funding instruments Pilot A: Building on initiatives in member states / associated countries with interoperability of services as central theme Pilot B: Stimulating innovative use of ICT in public & private sector (under realistic conditions) Thematic Network (TN): Mobilisation/Exchanges between practitioners & policymakers Best practice network (BPN): Combining consensus building / awareness raising / large scale implementation only for supporting Digital library
PILOT TYPE A Main features of Pilots Type A • Focus on interoperability and building on Member States solutions • Member States - Lead actors (Industry key role in the Implementation) • The outcome should be anopen, common interoperable solution with results widely disseminated and available to all Member States Scale and participants • Legal minimum of 6 Member States (=national administrations or competence centres acting on their behalf) or associated countries participating in the consortium. Duration and Funding • Duration is typically up to 36 months with a pilot service operating for 12 months. • The EU contribution is limited to the costsfor achieving interoperability. The indicative Community contribution available is 5-10M€ / pilot
PILOT TYPE B Scale and participants • Legal minimum of4 legal entitiesfrom 4 different Member States or associated countries. Consortia are expected to engage thecomplete service value chain, including relevant public authorities (sustaining partners), service providers, industrial stakeholders & users Duration and funding • Duration is typically24-36 monthswith a pilot service operating for 12 months. • The indicative Community contribution available is 2-2,5 M€ / pilot Main features of Pilots Type B • The goal is to carry out aimplementationof an ICT based innovative service carried out under realistic conditions. Replication and wide validation of best practices can be specified in objective. • The emphasis is onfostering innovation in servicesthe pilot may need to take-up completed R&D work, may extend already tested prototype services or may combine / integrate several partial solutions to realise a new innovative approach
THEMATIC NETWORKS - 1 Scale and participants Legal Minimum is7 key stakeholders (legal entities) from 7 different Member States or associated countries. Main features of Thematic Networks • The goal is to bring together relevant stakeholders, expertise and facilities toexplore new ways of implementing ICT based solutions. • The network may initiate working groups, workshops and exchanges of good practices with the aim of creating the necessary conditions and consensus on action plans, standards and specifications in view to ensure the widest future replication and co-deployment of innovative solutions.
THEMATIC NETWORKS - 2 Lump sum per year for coordinating the network (depending on number of network members) Coordinator Other beneficiaries Lump sum per year for implementing the network Lump sum per year for attending meetings and events ALL Duration and funding • Duration between18-36 months. • EC contribution is300-500 K€/network funded throughlump sumsaccording to the following scheme: • Or through Actual costswhen specifically required in WP (see dedicated objective in chp3)
BEST PRACTICE NETWORKS Scale and participants • Legal minimum of7 legal entities from 7 different Member States or associated countries. Duration and funding • The indicative Community contribution available is 3 - 5 M€ per BPN Main features of Best Practice Network (BPN) • Only for the digital libraries theme, only for a transition period up to 2011. • Promote the adoption of respective standards and specifications by combining the "consensus building and awareness raising" function of a network with large-scale implementation on a sufficient mass of content. • The commission can organise “Clustering meetings" in order to achieve broad consensus and create the conditions for the widest possible uptake of the recommendations of the BPNs.
Funding mechanisms Pilot Type A and B • 50% funding of: • Direct cost – actual as recorded in accounts • Indirect cost – flat rate of 30% of personnel cost Best practice Networks • 80% of direct cost • No funding of indirect cost Thematic Networks • Use of lump sums • or actual cost if specifically required in the WP (chapter3)

ICT VII PQ: Funding schemes • 3 funding schemes – 5 “instruments” Collaborative Projects (CP) Small or medium scale focused research actions (“STREP”) Large Scale Integrating Projects (“IP”) Networks of Excellence (NoE) Coordination and Support Actions (CSA) Coordinating or networking actions (“CA”) Support Actions (“SA”)
Minimum consortia • Three independent legal entities from three different EU Member States or Associated countries • EEIGs composed of members that meet the criteria above • Participation of international (intergovernmental) organisations • Participants from third countries if in addition to minima • Support actions; no restrictions
Activities in FP7 ICT IP, STREP, NoE • Research and technological development activities: –50% funding of eligible costs except for: Public bodies (non-profit): – 75% Secondary and higher education establishments: – 75% Research organisations (non-profit): – 75% Small and Medium sized Enterprises - SMEs: –75% • Demonstration activities- All: –50% of eligible costs • Other activities- All: –100% including e.g. consortium management Direct costs CA, SA Coordination and support actions–100%
CP - Integrating Projects Experience from the past • Purpose: Ambitious objective driven research with a ‘programme approach’ • Target audience: Industry (incl. SMEs), research institutions. Universities – and in some cases potential end-users • Typical duration: 36-60 months • Optimum consortium: 10-20 participants • Total EU contribution: €4-25m (average around €10m) • Flexibility in implementation: Update of workplan Possibility for competitive calls for enlargement of consortium
CP – Focused projects Experience from the past • Purpose: Objective driven research more limited in scope than an IP • Target audience: Industry incl. SMEs, research institutes, universities • Typical duration: 18-36 months • Optimum consortium: 6-15 participants • Total EU contribution: €0.8 - 3 m (average around €1.9m) • Fixed workplan and fixed partnership for duration
Networks of excellence Experience from the past • Purpose: Durable integration of participants’ research activities • Target audience: research institutions, universities, mainly indirectly: industry – trough governing boards etc • Typical duration: 48-60 months (but indefinite integration!) • Optimum consortium: 6-12 participants • Total EU contribution: €4-15m (average around €7m) • Flexibility in implementation: Update of workplan Possibility to add participants through competitive calls
Coordination or Networking actions Experience from the past • Purpose: Co-ordination of research activities • Target Audience: Research institutions, universities, industry incl. SMEs • Typical duration: 18-36 months • Optimum consortium: 13-26 participants • Total EU contribution: €0.5-1.8m (average around €1m) • Fixed overall workplan and partnership for the duration
Support actions Experience of SSAs in FP6 • Purpose: Support to programme implementation, preparation of future actions, dissemination of results • Target audience: Research organisations, universities, industry incl. SMEs • Typical duration: 9-30 months • Optimum consortium: 1-15 participants • Total EU contribution: €0.03-1m (average around €0.5m) • Fixed overall workplan and partnership for the duration
