Grounds for termination • Inefficiency or incompetence • Per teacher evaluation plan: overall rating basic or unsatisfactory, failure to pass literacy instruction test, failure to show student growth • Insubordination • Moral misconduct • Disability proven by medical evidence • Elimination of a position or “bumping” • Other due and sufficient cause
Significant changes • Timelines and deadlines shortened • Elimination of three person hearing panel in favor of a single impartial hearing officer agreeable to both teacher and superintendent, or full BOE, or three member subcommittee of the BOE • Limits on evidence and testimony • Limits on findings and recommendations
Termination notice • For tenured teacher: notice must state reasons • For non-tenured, 3 days for teacher to request reasons • Filing timeframe: 10 days from receipt of notice • Hearings begin within 15 calendar days • 12 hour limit (6 & 6) for testimony and evidence • Maximum time from notice to termination 85 days
