Interpretation/Regulation of the Educational Laws Distance Learning Policies and Programmes Design and Implementation Higher Education Policies and Programmes Design, Coordination, Regulation and Supervision Ministry of Education Background information: National Council of Education 1) Working together within a principle: Expansion of the Higher Education with Quality and Social Inclusion; Secretary of Distance Learning 2) Creating Ministerial Decree to rule the way how higher education institutions should establish and provide E-learning courses; 3) Establishing new quality standards for E-learning in higher education in Brazil; Secretary of Higher Education 4) Designing and Developing E-learning programmes for basic education teachers along with the Secretary of Basic Education

What are the Brazilian Government challenges concerning e-learning? 1 – How could we change the traditional culture, which generally does not believe in e-learning? 2 – How could we provide infrastructure and skilled staff for e-learning with an irregular funding? 3 – How could we guarantee accessibility and good quality courses, taking into account the constant changes in technology?
