MUTUAL BENEFITS BETWEEN PRIVATE CLINICS AND PUBLIC SECTOR Private Clinics play important part of the entire health system: • Provide treatment to patients irrespective of rich or poor—saving lives is our priority • Reduce the burden of public hospitals • For some severe cases, we save them and refer (patients living close by, having trust, or those who are undecided where to go) • Provide additional income for public providers • Employment opportunities PRIVATE SECTOR’S PERSPECTIVE ON THE IMPLEMENTATION OF RULES AND REGULATIONS Dr. Chea Sam An, General Manager, Visalsok Poly Clinic 7 of 12
CHALLENGES • Ensuring modern medical equipment to meet higher standard of polyclinic is very challenging: • Low capital • Our current banking loan policy does not cover private hospitals—difficult to get loan for expansion but if possible the interest rate is too high to afford • High tax for medical equipment PRIVATE SECTOR’S PERSPECTIVE ON THE IMPLEMENTATION OF RULES AND REGULATIONS Dr. Chea Sam An, General Manager, Visalsok Poly Clinic 8 of 12
CHALLENGES (Cont.) • Understanding which medicines are officially registered and which are not is difficult. RECOMMENDATIONS TO ADDRESS THE CHALLENGES AND NEXT STEP • Request to the National Chamber of commerce to provide environment conducive for Private Sector in Health to expand its standard and quality, e.g loan with very low interest rate or joint venture • Medical Council should strengthen their roles to defend all the physicians over their correct treatment PRIVATE SECTOR’S PERSPECTIVE ON THE IMPLEMENTATION OF RULES AND REGULATIONS Dr. Chea Sam An, General Manager, Visalsok Poly Clinic 10 of 12
RECOMMENDATIONS • Lower tax for medical equipment • How can we be informed of official registration of medicines by MoH? • For high-cost medicines, they are needed to save lives but not available in the market, what should we do?
