Measuring the Importance of the Bioeconomy in Germany: Concept and Illustration Josef Efken Thünen-Institute of Market Analysis Ravello 20.06.2013
Motivaton • Federal Ministryofagriculture: • Actualshareof bioeconomy from total economy • a.s.a.p. • Definition of bioeconomy: • All industrialandeconomicsectors • andtheirassociatedservices • whichproduce, processor in anywayusebiologicalresources
Consequences • Tight time schedule Quick results neededNo time for in depth new study • Actual share Most recent possible figures • Information needs Usage of biological resources (biomass) • Value Only activities with economic value • Indicators i) value added and ii) employment
Sources • Studies available? • Are they in line with the definition of the ministry and up to date? • NO, we did not find studies that are consistent with the definition of the ministry. • Official statistics? • International harmonized system! • Offer the possibility for future international comparisons and for actualization.
Decisions resp. calculation rules • Industries which per se deal with biological resources will be considered completely (e.g. dairy industry) • All other industries will be included according to the share of biological resources used as inputs • Imports are not explicitly considered (due to data constrains): Value added based on imports is included • Input industries which do not use biomass will not be considered although they may be essential for the bioeconomy (e.g. agricultural machineries)
Share of the bioeconomy within the total economy million billion
Final statements • Definition is crucial • Significant importance of bioeconomy • Primary production has only a share of 10-20% • But: Production of food products is still dominant • Manufacturing outside traditional food-/wood-based processing is marginal • How to deal with imported inputs • How to count activities from public sector
