  2. History • In California, Kentucky and New York at the beginning of 1989 School districts picked up zero tolerance and mandated expulsion for drugs, gang related activity, and fighting. In 1993 it had been accepted all over the country focusing broadly on weapons, smoking, drugs, and school disruption. • Now a lot of school boards are starting to toughen up their disciplinary policies; some have started to experiment with permanent expulsion from the system for specific offense and some have started to apply school suspensions, transfers to behaviors, or expulsions that happens outside of school.
