National Tracing System • Extent of domestic tracing: • Last legal possessor of the ammunition • Point at which the ammunition left national jurisdiction PT04 Slide 3
National Tracing System • Previously exported ammunition • Recipient of the ammunition and date of transfer • Lot numbers & relevant characteristics of the ammunition • Quantity of ammunition exported and its mode of transfer, including documentation • The actor (s) involved in the transfer (e.g. transport agents and brokers) • Associated financial transactions, if Applicable PT04 Slide 4
National Tracing System • Domestic information exchange • Separate systems may be used at the National level, for tracing ammunition that is held and/or controlled by different agencies of the State • Examples: Law Enforcement, Armed Forces PT04 Slide 5
National Tracing System • Databases • Centralized collection and analysis • Create one or more National databases to contain the details of all illicit ammunition which is recovered • Where more than one database exists, they may be networked PT04 Slide 6

Domestic Tracing Operations • General procedure: • Ammunition while under/within National jurisdiction • Determining the point of diversion or illicit manufacture • Identifying the individuals • Taking effective action • Diverted after leaving National jurisdiction • Illicitly trafficked into the State PT04 Slide 8
International Tracing Operations • Routing international tracing requests: • The State(s) to which the tracing request is addressed may be: • The State(s) to which the requesting State exported the ammunition • The State in which the ammunition was manufactured • State(s) that have at one time imported/exported the ammunition PT04 Slide 9
International Tracing Operations • Content of international tracing requests: • Contextual information • Grounds for believing • Correct identification PT04 Slide 10
International Tracing Operations • Content of international tracing requests (continued): • Request for information regarding the history of the ammunition • Information on any onward transfer • The purpose and intended use of the information sought PT04 Slide 11
Responding to International Tracing Requests • Acknowledge of receipt and verification: • Issued within 7 days of receipt of the request • Verification of completeness: • International Tracing Request should first be checked for completeness in accordance with IATG PT04 Slide 12
Responding to International Tracing Requests • Restrictions on the use of information: • Recipient of an International Tracing Request may impose restrictions • Example: proprietary information relating to commercial transactions PT04 Slide 13
Responding to International Tracing Requests • The nature of the response will vary: • In a case of legal manufacture or import • In a case of internal transfer • In a case of export • In a case of internal diversion PT04 Slide 14
Responding to International Tracing Requests • Timeframes : • Responses to International Requests shall be timely • Responses should be provided within 3 weeks of receipt of the Request PT04 Slide 15
