  1. NEW CERTIFYING OFFICIALS What do you need to know? What are your responsibilities? Who do you turn to for help?

  2. CHAPTERS • 30 - Active duty after 1985 • 1606 - Actively drilling in reserves/guard • 35 - Dependents of permanently/totally disabled • 32 - Active duty between 1/77 & 6/85 • 34/30 - Active duty during Vietnam Era & continuing through 1988

  3. FORMS • 22-1990 - Application - all other chapters • 22-5490 - Application for CH 35 • 22-1995 - Request/change of program • 22-5495 - Request/change of program CH 35 • 22-1999 - Enrollment Certification • 22-1999b - Notice of Change of Student Status • 1990t - Tutorial Assistance

  4. YOUR RESPONSIBILITY • Provide information and assistance to veterans, reservists, dependents • Be knowledgeable about your program approval • Certify enrollment information accurately and timely to DVA • Certify changes in enrollment accurately and timely

  5. NOT YOUR RESPONSIBILITY • Determine eligibility to education benefits • Determine rate of pay • Lump term dates together to make it easier for us to pay

  6. SMOOTH CERTIFICATION • Use VACERT • Don’t put unnecessary remarks in 1999/b • Don’t send unsolicited faxes • Use payee number for CH 35 • Give tuition & fees for active duty/-1/2 time • Report prior credit on next enrollment • 1995 on file - give new address

  7. SMOOTH CERTIFICATION • 1999b - drop/add period no more than 30 days • Reduction/Termination - Give mitigating circumstances if on VACERT • Transient enrollment - “Visiting student letter on file” - Student also enrolled at ABC School

  8. SMOOTH CERTIFICATION • Change of Program • Put in Remarks “1995 on file” • Mitigating Circumstances • Put the circumstances in Remarks

  9. WHEN TO CERTIFY? • CH 30/1606 - 120 DAYS BEFORE TERM • NON CH 30/1606 - CONTINUING ENROLLMENT - 60 DAYS BEFORE TERM • NON CH 30 - 1ST ENROLLMENT - MUST BE A CONFIRMED ENROLLMENT (20 days…)
