Petition by New River Valley Development Corp. to rezone parcels located on the north side of NRV Corporate Center Dr., (Rt. 1158) from Transitional Industrial (IO) to Planned Unit Development (PUD). (040-002-0000-0007),(Cloyd) - A public hearing had been scheduled to consider the above request as described in the information. The Planning Commission recommends approval.

CDBG Funds – A public hearing has been scheduled to solicit public input on local community development and housing needs in relation to Community Development Block Grant (CDBG) funding for projects in our community. This is an annual hearing for the purpose of soliciting ideas for projects which might assist low- and moderate-income persons.

Request for Improvements at Turn Lane on Route 11 at the Northwind Place Intersection – Board members have been provided correspondence from Brad Alley and Faith Bentley of Farm Bureau in Dublin requesting VDOT review of a traffic situation at Northwind Place and Route 11 (Lee Highway) in Dublin.

  14. c. Route 11 Edge of Pavement – There is a significant drop-off in the pavement along the east-bound side of Route 11 between the towns of Pulaski and Dublin. The drop seems to be significant enough to cause damage to vehicles straying off the pavement. A similar drop off exists on Cougar Trail Road.

  34. The Alliance – How We Are Funded The Alliance was incorporated as a non-profit 501c(6) on February 6, 1990. The Alliance receives $1 per capita funding from the counties of Floyd, Giles, Montgomery, Pulaski and the City of Radford. The Alliance also receives additional support from the ten towns that make up the New River Valley. The Alliance receives a significant amount of its budget each year from private sector contributions. Roughly 60% of the Alliance budget are public sector contributions and 40% are private sector contributions.

  42. d. Review of Financial Projections – Diane Newby and I plan to provide the Board with an estimate of revenue projections for the current and upcoming fiscal year.

  43. e. Review of Budget Goals – The following are recommended goals for the preparation of the upcoming 2010-11 budget: 1. Assist citizens affected by difficult economic conditions; 2. Reduce annual operating costs through innovation, reorganization and joint services; 3. Give employees the tools needed to work in an efficient and cost effective manner; 4. Reduce future costs by improving energy efficiency and reduce recurring costs;

  44. 5. Improve employee working conditions, fund Board goals, and meet other community needs on a pay-as-we-go basis; 6. Maintain the financial integrity of future budgets and of the County by restricting the use of one-time revenues to one-time expenses. The use of one-time revenues such as reserves, loans, grants, property sales, and insurance recoveries to pay for annual operating costs only doubles the financial problem in the following fiscal year. 7. Utilize special rates and taxing districts to fund water, sewer and road improvements in new developments so as to make progress without affecting the general taxpayer; and

Increase collaboration between various organizations including the Pulaski County School Board, the Town of Pulaski, The Town of Dublin, the Health Department, the Virginia Department of Transportation and others, none of which are accountable to each other but all of which are funded by local taxpayers.

  46. e. Scheduling of a February Budget Work Session – Board members have been provided with a copy of the budget calendar. Considering the likely difficulty of putting a budget together this year, I would like to ask the Board if we could schedule a budget work session in February so that we can provide an early review of the situation and get your feedback regarding any suggested changes and additions to the budget process, as well as the above goals.
