NATIONAL CT ARRANAGEMENTS • Underscored by NCTC Plan & Handbook • AFP plays central law enforcement role • Recognition of national and international of terrorism • Recognises coordination and control of information is the key – PROMIS • Relies on strong cooperative, coordinated and consultative investigative relationships – MOU Multi Jurisdictional Crime underpins these arrangements

NATIONAL TERRORIST SITUATION (NTS) • Commonwealth consultation with affected States and Territories • Factors which may lead to NTS: • Scale and nature of incident • Involvement of multiple jurisdictions • Commonwealth interests • Significance of the threat • Impact of threat involving aviation or maritime operations • Involvement of critical infrastructure • Involvement of foreign or international interests

ESTABLISHMENT OF GOVERNANCE – SECURITY & MANAGEMENT Internal • Develop supporting Governance Frameworks • Develop Emergency Management Plans • Communications Strategies • Risk management processes • Identify gaps & vulnerabilities • Development and ongoing review of Business Continuity Plans • IT contingencies • Communications network • Test through practical exercises (desktop scenarios)

  8. ESTABLISHMENT OF GOVERNANCE – SECURITY & MANAGEMENT… External • Ongoing engagement with State/Territory law enforcement and emergency services • Develop Emergency Management Plans with respective agencies • Identify logistical issues required for incident • Infrastructure (phones; IT)
