Overview of Topics Two year update of the FTA climate adaptation and resiliency studies Hazard mitigation cost effectiveness tool from the Hurricane Sandy disaster relief efforts
FTA Climate Adaptation & Resiliency Pilots • Seven FTA sponsored pilot studies totaling approx. $1 Million • Purpose: • To increase knowledge of how transit agencies can adapt to climate change • To advance the state of the practice in adapting transit assets and operations to the impacts of climate change • To gather lessons learned for application to other transit providers • Covering Nine Systems throughout the United States • Each Study: • Conducted Independently • Developed their own Research Plans/Statements of Work/Findings • Studies commenced in early 2012 and Final Drafts submitted in 2014. • https://www.transit.dot.gov/regulations-and-guidance/environmental-programs/fta-climate-change-adaptation-initiative

Federal Contribution for Recovery Source: MTA New York City Transit and Port Authority of New York and New Jersey • Disaster Relief Appropriations Act of 2013 (DRAA) made $10.9 billion available for the ER Program in response to Hurricane Sandy – January 29, 2013 • Reduced to $10.3 billion by sequestration • Included $5.383 billion for resilience
Hazard Mitigation Cost Effectiveness Source: New Jersey Transit Tool based on Federal Emergency Management Administration (FEMA) methodologies Benefit-cost analyses on historical and expected damages
Future Policy Considerations Source: Chicago Tribune Resiliency is important to FTA as it moves into risk-based approach Research and resiliency projects may inform future policies
