Planning & Proposal Development • Governor’s Clean Energy Wisconsin plan • serves as proposal’s strategic plan • heavy lifting already done • Emerging Occupation Data & Trends • Greening of the World of Work report • Office of Energy Independence • Focus on Energy • National models: Apprenticeship & WIA Wisconsin’s Competitive Edge
Wisconsin’s partnerships made the SAGE proposal a strong contender.
Planning & Proposal Development • Feb, 2010: USDOL funds our proposal • Grant Basics: • Competitive grant: $190M for 50 states • Wisconsin requested & received $6M • CWI is sponsor of the grant • DWD is fiscal agent and staffs the grant
Planning & Proposal Development • Key Objectives • Establish enduring energy sector partnerships • Equip workers with green skills required to obtain and retain energy industry jobs • energy efficiency • renewables & manufacturing • utilities / smart grid • Prepare workers for careers in energy through connection to career pathways
Energy Sector Partnerships - State • SAGE requires state-level Leadership Team • energy sector decision makers & sector leaders • enduring leadership team – beyond SAGE • broad focus on energy sector workforce issues through attachment to CWI • Formed as CWI Energy Sector Subcommittee • focus is broad: energy sector workforce issues • SAGE oversight is one of many roles
Energy Sector Partnerships - State Establish state’s “green” energy sector strategy • Work to align green training & placement needs with available resources through state and local workforce structures • Address training gaps in industry sectors • curriculum development for existing trades • manufacturing training upgrades & modules
Energy Sector Partnerships - State Establish state’s “green” energy sector strategy • Refine & develop green apprenticeship models • 3 new trades and 3 retooled trades, to start • Develop energy sector career pathways • Model partnership for local SAGE energy sector teams • Establish stakeholder feedback loop
Energy Sector Partnerships - State Oversee SAGE funded activities • Guide local SAGE energy sector teams • review approve local SAGE plans • establish service and outcome expectations • solicit feedback and input on sector issues • Strive for long-term sector partnerships • Monitor SAGE objectives & outcomes
Energy Sector Partnerships - Local SAGE requires local-level sector teams
Energy Sector Partnerships - Local SAGE requires local-level sector teams • Local stakeholders: required membership • Industry & Workforce Development Board lead • Increase linkages between One-stops & energy sector industries & apprenticeship • Form feedback loop to and from state team
Energy Sector Partnerships - Local Establish or refine a local energy sector plan • identifies economic & workforce needs of regional energy sector industries • applies local resources towards solutions • increases worker skills for sector careers • establishes enduring sector strategy • leverages existing and/or new WIA sector planning funds
Energy Sector Partnerships - Local Carry out SAGE funded services SAGE funds 6 staff in One-stops for 3 years for case management & retention: $1,350,000 SAGE funds training costs for tuition and books for up to 940 workers: $1,700,000 SAGE funds supportive services (daycare, etc.) for up to 600 workers: $300,000 Must have approved energy sector plan
SAGE Funded Activities & Services • Energy Efficiency $2.7M • 2 new apprenticeship programs • Energize minimum of 3 skilled trades • Renewables & Manufacturing - $2.5M • 1 new apprenticeship program • Energize minimum of 5 skilled trades • Utilities / Smart Grid - $600K • Expand & retool 3 apprenticeship programs
SAGE Activities – Energy Efficiency 2 New Apprenticeships: Weatherization Tech & Energy Auditor • Establish statewide uniformity • rely on industry-based standards & ongoing guidance • create standardized state curriculum, via Tech Colleges • establish standardized on-the-job training for workforce • Provide portable, nationally recognized credential • Link workers to clear career pathway in energy efficiency and construction skilled trades • Workers trained: 920 • incumbent workers: 650 • new workers: 270
SAGE Activities – Energy Efficiency Energize minimum of 3 skilled trades • Upgrade skills & knowledge of workers affected by energy & environmental policy -Sheet Metal Worker -Steamfitter -Heat & Frost Worker • Incorporate trade-specific and cross-trade energy components into apprenticeship curricula • Incorporate energy-specific certs / credentials into apprenticeship standards & structure • Provide journeyworker upgrade & apprentice training • Workers trained: 1625 • 240 new workers • 1385 incumbent workers
SAGE Activities – Renewables & Mfg 1 New Apprenticeships: Wastewater Treatment Plant Operator • Establish statewide uniformity • rely on industry-based standards & ongoing guidance • create standardized state curriculum, via Tech Colleges • establish standardized on-the-job training for workforce • Provide portable, nationally recognized credential • Link workers to clear career pathway • Workers trained: 150 (50 new & 100 incumbent) Supplement OEI infrastructure grants with green manufacturing workforce training ($500k)
SAGE Activities – Renewables & Mfg Energize minimum of 5 skilled trades: • Incorporate trade-specific and cross-trade energy components into apprenticeship curricula • construction electrician, ironworker, carpenter, painter/decorator, plumber, roofer/waterproofer • Incorporate energy-specific certs / credentials into standards & structure, modifying as necessary • Provide apprentice and journeyworker upgrade training • Workers trained: 3200 • 240 new workers • 2960 incumbent workers
