Education Programme Reform • The agency wide educational reform focuses on eight areas of reform: • Professional, qualified and motivated teaching force in place • Evidence based policy making and informed decision-making at all levels in place • Effective system to identify and support children with special educational needs in place • Improved employability for TVET and school graduates • Effectiveness and efficiency and relevance of education planning and management strengthened • Curriculum supporting holistic approach to learning and personal development enhanced • Educational governance policy and regulatory frameworks • Partnerships and communication systems strengthened
Teacher policy: • Teachers are the most important single education resource in the system. • Not only a question of teacher training. • Need to ensure teaching is “ professionalized” with appropriate recruitment, induction, CPD, career progression, and status. • Need for strong, coherent agency wide systems and structures to enhance the quality of education. • Need to empower the school from teachers upward.
Elements of the teacher policy • An integrated qualification structure for the education systems (all teachers must be academically and professionally qualified). • An induction program for the newly qualified teachers and teacher licensing system; • A comprehensive CPD frame work for structured and responsive training and support, and its acknowledgement in teacher’s performance evaluation • A diversified career structure which facilitates the retention of the best teachers and provision of support to other teachers • A comprehensive support system at school level: experienced teachers, mentor teachers, head teachers • A comprehensive support system beyond the school: education specialists; school quality assurance officers; • Looking at integration of pre service and in service , from quality perspective
Reform in Jordan • School Based Teacher Development: • The SBTD is the structured training to improve the teachers performance towards student centered approach. • All training materials and resources were developed by HQ/Education Department and they are ready now to be distributed for the pretesting phase • North Amman Educational area was selected to pilot the SBDT. • Implementation will start next September 2012, in the five fields of operations
Reform in Jordan – Achievements • January 2012: installation management training for head teachers to improve the managerial and leadership capacity of managers . • Implementation of the new performance management system for head teachers and teachers in the Jordan Field.
Next Steps • Pretesting of the “SBTD” (School Based Teacher Development) training materials and resources in April 2012 in three pilot schools. • A workshop, led by HQ/ EDU Department will take place in North Amman area targeting the Head/teachers in June 2012 on the implementation of the SBTD • Start implementation of the SBTD at North Amman Area September 2012
