Organisational Developments The Government’s overarching strategic objective is: “To ensure New Zealand is a highly attractive global destination for petroleum exploration and production investment, such that we are able to develop the full potential of our petroleum resources.”
Organisational Developments… • NZ Government Announces Petroleum Action Plan • Action 1: Positioning Government as pro-active and pro-development • Action 2: Developing a co-ordinated investment strategy • Action 3: Review the Crown’s capability and resourcing • Action 4: Improving the quality of information provided by industry • Action 5: Reviewing our regulatory, royalty and taxation arrangements • Action 6: Reviewing the legislative framework of the petroleum sector • Action 7: Realising the potential of New Zealand’s gas hydrates
Organisational Developments… • Crown Minerals review identifies a significant increase in capability required to fulfil the Governments objectives • Review recommendations include: • Strengthened commercial focus • Greater sector leadership responsibilities • Enhanced capability in form of specialist skill set and greater numbers • Higher profile • Final structure announced 16 March 2011 • New structure effective from 2 May 2011
Data Developments • National Core Store Established • Petroleum store relocated from Hutt Valley to Featherston (63km NE of Wellington) • All core and samples re-catalogued, photographed and available online • Regional coal/minerals core stores relocated to national core store
Data Developments… • Legacy Post Stack Seismic Projects • 85% of seismic project headers loaded and discoverable online • 25% of seismic projects loaded. • Outsourced - Technical staff supplied by GNS
Data Developments… • Seismic Field Tape Transcription • All seismic field tapes transcribed on to LTO4 tape • Field tape metadata loaded into Petrobank facilitating online ordering • Scoping the use of a third party to manage field tape storage, transcription and client requests
Data Developments… • Federated Metadata Project • Collaborative project between Crown Minerals, GNS and NIWA to publish metadata via a single online source to assist petroleum explorers • Initially limited to marine seismic, swath bathymetry and geochem/geology samples over offshore continental New Zealand • Data visualisation initially via Google Earth (KML/KMZ) and web/map services
Data Developments… • Government Seismic Data Acquisition • 1,500 line km of 2D to be acquired this year • 1,212 line km of 2D acquired over the Bounty trough in 2010
NDR System Developments • 2005/06 Originally set up • 2007 Enterprise version live to public April. • 2010 Software upgrade and hardware refresh • Upgraded Landmark PetroBank / TeamWorkSpace / PowerHub / PowerExplorer to R5000 synchronous software release • New Data centre. Change in host vendor. • Complete Hardware refresh. Virtualised architecture • Stripping of customisation toward “out of box” solution. • ISO certification of processes
Lessons Learned • Underestimated the effort required to load legacy data including share volume, remedial work on poor quality and technical expertise necessary. • Open access encourages industry participation in data improvement. • Did not adopt the standard data model when first migrating from legacy access meta-database to enterprise NDR solution. Rather than migrating meta data some data elements could have been fully loaded from the outset and new meta data created.
Future Challenges • Legacy data quality and loading (content completeness and quality); • Enforcing data standards on modern submissions; • Complexity of coal and mineral data types that do not readily fit the petroleum data model; • Production data management
