The NZ ePrescription service • Complies with HISO business process standard • Uses NZULM • Supports most current process / workflow e.g. cancel, partial fill, substitution, pharmacy generated scripts as well as a range of other features • Transactions are secure end to end • Transactions are locked while downloaded to the pharmacy and once filled cannot be downloaded again • Paper / electronic can coexist • Intended to support hospital and other prescribers where scripts go to community pharmacy
Approach… • Implementation phases: 0. Expression of Interest – NIHI and clinical stakeholders Complete. Simpl selected to provide hosted broking service 1. Pre-trial – electronic transactions/workflow between GP and Community Pharmacy (broker plus 3 x GP / 3 x Pharmacy system – V1 feature set) 2. Trial – multi-vendor, multi location, DHB supported, standards-based 3. National roll-out – electronic transactions/workflow between GP and Community Pharmacy, send data to regional clinical data repositories (initially where these exist)
Scope… • Technical • Implement a ‘Transaction Broker’ • Changes to prescribing and pharmacy systems • Feed a CDR (where available) • Trial • All GP and community pharmacy vendors • 3-4 Geographic locations and multiple sites in each • Confirm Service Readiness, Costs, Commercial Model (vendors), Funding Model & Service Governance
Proof of Concept/State of Play • Initial Participants • 3 Pharmacies: Papatoetoe City Centre, Johnsons Papatoetoe and NetPharmacy Parnell. (St George on hold pending system upgrade) • 3 GP’s: Papatoetoe Family Doctors, Otara Family and Christian Health Centre, My Practice Parnell • Plan • Finalise setup of all sites by end September • Stable operation through October • Review feedback and issues • Close Proof of Concept 30 October 2011 • Issues to date • Lack of access via Connected Health to hosted services • Minimum specification hardware • Health Certificate deployment and Installation processes • Problems with hosted environments and setup of services • Vendor participation. Medtech and Toniq slow to engage.
