What was the medicine situation you found when you took over? • Multiplicity of players; multiple funding channels; no clear policies/strategies • Lack of strategic engagement on pharmaceuticals • Poor articulation of pharmaceutical issues • Main focus for policy makers/partners: PSM, quality issues, unregistered outlets … • Despondency….more of the same…
How did you continue, what was the process you used? • Used existing frameworks & tools (country, WHO) • Studies, assessments, reports • avoided duplication, esp in information-gathering • Piggy back on prevailing focus areas • e.g. ATM, WHO/HAI, SWAp, Health Sector Reform, etc. • Articulated the key pharmaceutical issues • Took a medium-to-long term approach; • a sector-wide approach; institutional focus • Steered focus from medicines/drugs….to pharmaceuticals
Most important current challenges? Where do you get stuck? • Complexity of pharmaceuticals (many pitfalls in policy making) • Technical support …vague • many partners, but focus varies; sometimes narrow • Risk of focus on development of policy documents vis a vis policy development:- different perspectives • Short-term…signed documents vs shaping policies & practices towards intended policy directions… • Communication…communication: policy briefs, presentations • Communication for policy & strategic engagement (limited capacity) • Articulation…documentation….experiences • High expectations, limited resources • Duplication….(forums, assessments, visits)
