Rental Policies Orange County Administrative Regulation County facilities can be used by the public on a “cost use” basis if Facility is open and available Space can accommodate the desired use Not illegal or immoral activity Facility can be used at no cost if the use will not require any additional or unscheduled janitorial, security, or staffing services Facilities & Usage Policies

  16. Rental Policies Facilities & Usage Policies • Departments/Divisions having jurisdiction over facilities which lend themselves to use by the public are required to establish and set use policies and cost schedules • Policies and cost schedules are required to be uniformly applied

  17. Rental Fee Waiver Facilities & Usage Policies • Existing Criteria: • Federal Tax Exempt Non-Profit Status (501C3) • Non fundraising activity • Positive community interest and open to the general public at no cost

Proposed Criteria Facilities & Usage Policies • Allow a fee waiver for fundraising activity under • the following criteria: • Must be a “Formal Partner” (MOU or License Agreement) • Verification of Net Proceeds • 100% Net Proceeds Utilized in Community • Approval by Division Manager or Department Director

Park Facilities Usage Philosophy for Fee Assessments • Tax Revenues - Provide for the basic maintenance of the parks system including staff costs, equipment, facility maintenance, and development of new parks. • User Fees - Cost Recovery fee developed to address the cost of putting staff or public facilities at the exclusive service of an individual or a specific group. • Fee schedule in accordance with OMB standard procedures and approved by BCC.
