Whatis MEDESS-4MS?, and why? • MEDESS-4MS:Project dedicated to the maritime risks prevention and to strength maritime safety related to oil spill pollution in the Mediterranean. • MEDESS-4MS = “MEDiterraneanDEcision Support System for Marine Safety” • MEDESS-4MS Project financed through EU Inter-RegMED Program • 3-yr long (ending 31/01/2015) Lloyds(1995-1999) Issue identified by UE as priority: In the Med high risks & need for state members to be ready to provide answer to incidents (even catastrophic ones). XX Nº ship accidents > 4 per yr
Whatfor? Project Scoope • MEDESS-4MS will deliver an integrated operational multi model oil spill prediction service in the Mediterranean, • Based on well established oil spill modeling systems • Using and data from the Marine Core Service (MyOcean) and National and Regional Ocean Forecasting Systems. • Connected to existing monitoring platforms (EMSA CleanSeaNet, AIS)
MEDESS-4MS: Who? • 21 Partners (7 Medcountries) • 68 Sci/Tech staff involved
Some notes onthePartnership… • Met-Ocean information: • Provided by 7 Operational Oceanographic centers • Highly experienced (> 10-yr) • Some National Met Offices also involved • Oil Spill forecast capabilities: • 5 Partners (R&D centers & Univ.) provides individually oil spill predictions at local and sub-regional level • Strong links and close operational cooperation with National Response Agencies • i.e SASEMAR in Spain. • Some key end-users & institutions involved as part of the partnership • i.e. REMPEC, Italian Coast Guard, CEDRE, Harbour authorities (Bahia de Algeciras, Heraklio).

MEDESS-4MS Met-Ocean Data Repository Network Met-Ocean Forecast capacities: More than 20 Ocean Models running every day on the Med!! Shelf and sub-regional models now reach 1 - 3 km resolution
MEDESS-4MS OilSpillMulti-ModelService • Institution: Responsible Area (& Oil spill System): • PdE: Western Med (PORTico-MEDSLIK-II) • MF: NorthWestern Med (MOTHY) • INGV: Central Med (MEDSLIK-II) • HCMR: Greece Area (POSEYDON) • OC-UCY: Levantain Basin (CYCOFOS-MEDSLIK)
MEDESS-4MS OilSpillMulti-ModelService • Evaporation • Dispersion • Spreading • Emulsification • Beaching • All the MEDESS-4MS oil spill models will be: • fully 3D models capable to simulate the movement, spreading and aging of the oil particles in the 3-D space • Scientifically state of the art (all will include wind, currents and waves forcings providing backtracking capacities)
MEDESS-4MS Data Repository Network • Noticeable efforts to make all components work together in a fully distributed way. • using most advanced standards for data retrieval, visualisation, processing and exchange. • Met-Ocean Data (MOD) Providers must: • Ensure data compatibility (format adaptation of inputs to MEDESS) • Build & maintain a Data Repository (THREDDS/OpenDap protocols) • Ensure connectivity to provide MEDESS-4MS Service • Oil-Spill Model (OSM) Providers must • Adapt their models to meet MEDESS-4MS functionalities • Ensure procedures to download/use data in MEDESS standard formats • Fully MEDESS-4MS compatibility: “any OS model, must be ready to be run with any MEDESS Ocean-Met input data anywhere in the Med”.

UserInterface & ServiceScenarios • Integrated User Interface system with a unique Web point to access different MEDESS Service Scenarios. • MEDESS4MS will provide 3 services scenarios: • Real-Time oil spill forecasting for authorized users • 1 automatic forecast for any CSN oil-spill detection. • Delayed mode for authorized users (historical data available). • Oil Spill Decision Support System (for selection of management strategies)
SeriousGames …. • Serious Games –SG-: Exercise to verify MEDESS Service functionalities and validate model capabilities • SGs have a strong monitoring component (in-situ measurements) • SGs useful to make scientific validation of models (OS & Met-Oce) • SGs useful to enhance links between MEDESS and response agencies (SASEMAR, Italian CoastGuard, CEDRE, REMPEC, etc…) I Regional MEDESS SG in Western Med (Sep-2013)
SeriousGames …. • I General MEDESS SG. Italy (May-2014)
Users… • A widespread user community: • Some key end-users already in the project (as partners): • REMPEC (Regional Marine Pollution Emergency Response Centre for Mediterranean Sea) • Italian CoastGuard • CEDRE • AutoridadPortuaria de Bahia de Algeciras • Port of Heraklion • Maritime Safety Department of Montenegro • Some other already collaborating with MEDESS-4MS in a very strong way: • i.e.: SASEMAR, EMSA,… • Some MEDESS-4MS Training WorkShopsforeseen: • A General MEDESS-4MS Mediterranean WS (September-2014) • 5 Sub-Regional WSs focused on local users (October-2014). • WS for Spanish MEDESS-4MS users will be organized by PdE/Innovamar
