Background • The Project is at the core of each organization's mission offering a win-win collaboration rationale for all parties: • A W.I.S.H. can leverage its international experience and professional team in favor of an important initiative with a substantial positive impact potential • WGBC can reinforce its green building promotion strategy in emerging markets while generating a knowledge product with high replication and roll out potential • Mexico GBC can leverage external support in order to ramp up its de facto capacity in a strategic activity area

A World Institute For A Sustainable Humanity (A W.I.S.H) A W.I.S.H. is an international nonprofit organization whose mission is to provide models and support for life sustaining activities that integrate solutions to poverty and the environment while fostering self-reliance. Founded in March of 1995 A W.I.S.H. is registered in the United States as a tax-exempt 501(c)3 Corporation and is also incorporated as a non-governmental organization (NGO) in Bolivia, Germany, Greece, India, Liberia, Sierra Leone, Uganda and Uruguay and six US states. Incorporation efforts are underway in various other countries. President and CEO: Michael Karp

A W.I.S.H Green Building Program • A W.I.S.H. created a Green Building Program in order to help the adoption of green building practices in developing economies and the needs of low- and moderate income populations in the US. The program’s primary aims are to: • Promote green building technology transfer and best practices throughout the international A W.I.S.H. network • Catalyze green building initiatives worldwide by engaging key local leaders and stakeholders in various developing countries • Establish strategic alliances with leading green building organizations worldwide in order to strengthen the scope and impact of A W.I.S.H. • Co-Directors: Jorge Kanahuati (Mexico) and Chris Allen (US)

  8. Project Goal 1 • To develop key findings on the rationale, opportunities, and challenges in introducing a green building rating system for new low- income housing developments in Mexico.

Focus on the Need for a Rating System • Preliminary meetings with project stakeholders underscored the need for a rating system in Mexico focused on low-income housing developments • All are in agreement that this is a necessary first step in accelerating the development and adoption of green design and construction practices in the low-income residential sector in Mexico

Project Goal 2 • To identify the performance requirements of a green building rating system that can catalyze and support market transformation in the Mexican low-income housing sector through the initiative of key stakeholders in Mexico and the on-going support of strategic allies in the US and Canada.

  11. Project Goal 3 • To identify the financial products and regulatory framework necessary to support developers and buyers of certified green-built new low-income housing in Mexico. This would encompass the development of a design for the energy-efficient mortgages, including preliminarydocumentation and financial mechanisms illustrating the operation of the mortgage.

  12. Project Goal 4 • To develop within the Mexico Green Building Council an understanding of the organizational capacity and external relationship requirements necessary to effectively introduce and provide long-term support of a dynamic and effective low-income residential rating system.

  13. Project Goal 5 • To develop a strategic business plan based on the findings from Goals 1 - 4 for introducing the rating system introduced and supported by the Mexico Green Building Council.

  14. Project Goal 6 • To analyze and evaluate opportunities to replicate the knowledge gained through the process in order to promote the development of green affordable housing rating systems and production methodologies globally through the World Green Building Council and other partners.

  16. Planning Session in Mexico • The specific objectives, strategies, outcomes, timetable, and evaluation process for each of these goals will be designed at the outset of the project through a facilitated planning session in Mexico with project partners, collaborators and funders.
