Initiatives • Established a Net-Centric Integration organization within Corporate Engineering and Technology • Conducted Net-Centric Profile Reviews on key programs and pursuits using SCOPE model • Contributed a version of the SCOPE model to NCOIC • Created a GIG Testbed and Core Services at the Lockheed Martin Center for Innovation • Conducted numerous experiments in operational efficacy of net-centric concepts. • Adopted/transitioned several major programs to a Net-Ready KPP
Challenges • Program-centric mindset/culture/business model • Some institutional facilitation to address this • View of net-centricity as technical vice operational • Net-centricity as unconstrained requirements creep • Inconsistent customer requirements for net-centricity (we are largely driven by these) • Insufficient openness in customer net-centric requirements and guidance setting process • Practice what we preach? • Open – but not “too open”? • Tension between benefits and risks of net-centricity
