Overview • Only way forward,huge challenge, huge opportunity • Frameworks offer synergy • Mutual trust needs to be earned • Conceptual; purposes, inclusivity, new style framework • Political; stakeholders (intensity of discussion on added value), all EU initiativies must relate to EQF, and NQFs must link with EQF • Technical; maxi (credits, LLL) v mini (Quals, levels) • National frameworks (emphasis on vision) • European reference framework

Key points • Strong support for NQFs • Definitions needed • Reference framework should facilitate local diversity • New style framework needed (learning outcomes, level, level descriptors etc.) ; credits way forward • EQF can be aspirational, solve local problems, tool for reform • Political will in place, lets accelerate on Conceptual and Technical • Reform (Bologna, EQF); everything else is evolution

  4. ISSUES • Comparability • Existing frameworks ISCED and European levels • Handbook as a tool for development
