The Leaders and Chief Executives of the seven Pathfinder Councils have provided strategic direction that requires the six Borough and District Councils to come together enabling services i.e. ICT across all seven authorities. It is therefore paramount that the future communications network in Dorset is sufficient to support the requirements of this shared service delivery model.
Other public organisations have been approachedThe Leaders and Chief Executives of the seven Pathfinder Councils have provided strategic direction that requires the six Borough and District Councils to come together enabling services i.e. ICT across all seven authorities. Inclusions
This project will provide requirements gathering, tender and procurement phases of a contract and catalogue of services that will be available to any of the partners.
Exclusions
Provision of the catalogue of services - there will be implementation in a follow on project
5. Project deliverables A standardised approach to business and technical requirements gathering and analysis (This will build on the pre-project discovery work already undertaken)
A contract to include a catalogue of network services to which local government and public sector organisations can procure additional services Wide Area Network connectivity

6. Flexibility The resulting contract and catalogue of services will be flexible in terms of technical capabilities; and also be able to respond to organisational growth or reduction for the duration of the contract.
7. As a minimum , the contract will meet the business needs and be accessible to the following Dorset Pathfinder councils: Christchurch Borough Council
Dorset County Council
East Dorset District Council
North Dorset District Council
Purbeck District Council
West Dorset District Council
Weymouth & Portland Borough Council
8. The contract will provide a framework allowing other public sector organisations the option to join Borough of Poole
Bournemouth Borough Council
Dorset Fire and Ambulance Services and Dorset Police Force (Blue Light services)
Dorset Strategic Partnership (DSP)
Hampshire County Council
Parish and Town Councils
Primary Care Trusts (PCT’s)

9. Identified Benefits A single approach to market will yield savings to all organisations
A single approach to market will make substantial savings in reducing duplicated work in requirements management, project Management and procurement
A single methodology covering all aspects of contract and service management will provide savings in resource and budget
10. Identified Benefits Collaborative working across the Pathfinder Councils and other public sector partners will promote skills sharing and best practice in service delivery
