Goals 1. To identify and engage Medicaid Managed Care plans in the Minority Report Card Project 2. To create and implement a voluntary quality improvement program that: • Leveraged existing resources and connections • Could show measurable results • Inform future efforts
Constraints • Shrinking budgets • Data preoccupation with “What’s real?” • Moving past core concept of disparities andwho is to blame • Variations in the plans’ capacity, populations, organizational structure and lines of business
Background Three plans: urban based and same service area • CareOregon (largest Medicaid-only plan) • Providence (multi-line plan) • FamilyCare (smaller Medicaid only plan) Commitment from Quality Improvement Coordinator and Medical Director’s commitment Opportunity created by Minority Report Card Project
Implementation Actions • Four targeted mailings designed, tested, and distributed by the local African-American Health Coalition Results • 20.3% increase in the number of HbA1c and LDL tests • Unable to use CAHPS to assess effect on Smoking
Today • Most goals met • On to a new round, new population, and chronic disease area
