Kwansei Gakuin University Japan has successfully created an ESP system by focusing five steps of P of an SBI project: • the people • The purpose of a program reform is clear • a. To create a good working environment • b. to create a program that comes under budget. • 3) The principles of a program • a. to understand the theories of learning . • b. to adopt clear principles to assist in the professional learning. • The plans of a program (design concept, management concept, people concept) • The pedagogues (Peter Strevens) • a. Instruction is more intensive • b. Teachers and learners develop good relation of • mutual respect • c. Content and material are interesting and relevant • d. Plentiful opportunity for practice and use language

Review on SBI by Alisaukah What is Sekolah Bertaraf Internasional ? International schools = Schools for expatriates /foreigners International school = schools using international curriculum such as Cambridge, Oxford, Baccalaureate, etc. SBI= schools are mandated by Educational act no.20/2003,and government regulation no.19/2005 SBI= applies the national standard of education +x (intensification, remedial teaching, acceleration, additional lesson) SBI= the use of English to teach math and science. The goal is to have graduates with international standards.
In reality in cities like Malang and Yogya, there have been 5 to 7 junior high schools and senior high schools developed as RSBI. • We can predict that the number will increase in the future. • Possible motivations of the school personnel to get RSBI: • Quality improvement • Fund raising potential • Government grants
SBI should have met 8 national standards of education: • Content • Process • Graduate Competency • Educator and Education Personnel • Infrastructure • Management • Finance • assessment
Hard to recruit good teachers of science and math who have sufficient command of English to teach math and science. • Hard to prepare students to be able to learn math and science in English. • Hard to develop good instructional materials of math and science in English. • The English proficiency of the English and the math and science teachers in TOEFL’s score (ranging from 300-400), far from 500 as the minimal requirements. • The schools which have implemented the RSBI curriculum (SSN+X) in the last 3 years fail to show signs of success. • These are some pessimistic tendencies to RSBI schools.

What does ESP mean ? Why do we teach Math and Science in English in SBI schools ? What is expected from the students of these schools ? What level of English is required ? How can we realistically do this ? Linking some theories, research, policy , and practice to implement a bilingual program and train teachers to teach math and science in English in the high schools. There are some benefits, challenges, hopes , pessimistic /optimistic tendencies ,and some perceptions for the management, the teachers, the students , and everybody else. Whatever happens we have to change to stay the same.
