1. IMPLEMENTATION OF OCCUPATIONAL SPECIFIC DISPENSATION FOR NURSES DATE OF EFFECT IS 1 JULY 2007

2. PURPOSE • To attract and retain the identified scarce skills nursing personnel with required competencies with a view to improve service delivery

3. APPLICABILITY AND REQUIREMENT • For Professional Nurse, Staff Nurse and Nursing Assistant with effect from 1 July 2007 • Registration with South African Nursing Council [SANC] must be the inherent requirement of the post

4. OSD FOR PROFESSIONAL NURSE • General Nursing Stream • Speciality Nursing Stream • Primary Health Care Nursing Stream • Nursing Education Stream

5. OSD For Staff Nurses and Nursing Assistants • These categories are not classified into streams • Staff Nurses grades 1,2 and 3 • Nursing assistants grades 1,2 and 3

11. Phase 1-Notch to Notch adjustment General Nursing Stream • Part A Annexure D translate Professional Nurses, Senior Professional Nurses and Chief Professional Nurses at production level. New Designation is Professional Nurse Grades 1, 2 and 3 • Part B Annexure D translate Chief Professional Nurse[level 8] in charge of ward /unit appointed to post. New designation is Operational Manager Nursing grades 1 and 2

12. Where more than one was in charge and or they were rotating, the post of Operational Manager will be created and advertised. • Part C Annexure D translate Programme Co-ordinators[ level 10] in District Offices. New designation is Clinical Programme Co-ordinators grades 1 and 2

13. Part D Annexure D translate Assistant Nursing Managers [levels 9 to 10] previously known as Zonal Manager[Medical,Surgical and Night Duty]. New designation is Assistant Manager Nursing[Area] • Part E Annexure D translate Nursing Manager:Head of Nursing Services[level 10] at levels 1 and 2 specialised hospitals. New designation is Assistant Manager Nursing[Head of Nursing Services]

14. Part E Annexure D translate Nursing Manager: Head of Nursing Services[leve 10] at The CHCs. New rank designation is Assistant Manager Nursing[Head of Nursing Services] • Part F Annexure D translate nursing Manager:Head of Nursing Services[level 10 to 12] in District and Regional Hospitals. New rank designation is Deputy Manager Nursing.

15. Part G Annexure D translate Nursing Manager :Head of Nursing Services[level 12] in Central and Tertiary Hospitals. New rank designation is Manager Nursing. • Part D Annexure D translate Deputy Nursing Managers [levels 9 to 10] in the District and Regional Hospitals who are deputy to Nursing Manager: Head of Nursing Services. New rank designation is Assistant Manager Nursing[Area]. The existing Deputy Nursing Managers[levels 9 and10] must be relocated and be assigned the duties that were performed by the then Zonal Managers

16. Part F Annexure D translate Deputy Nursing Managers[level11] in the Regional,Tertiary and Central Hospitals who are deputy to the Nursing Manager;Head of Nursing Services. They will be redesignated as Assistant Manager Nursing [Area]. The existing Deputy Nursing Managers[level11] must be relocated and assigned the duties that were performed by the then Zonal Managers. They must retain the salary notch as personal

Where more than one was in charge and or they were rotating, the post of Operational Manager will be created and advertised • Part K Annexure D translate Assistant Nursing Managers[levels 9 to 10] previously known as Zonal Manager/Clinical Nurse Specialists. New rank designation is Assistant Manager Nursing[Speciality Area] • In-service employees occupying designated speciality posts not in possession of prescribed post basic qualification will be translated as a once off provision in phase 1.They will not be considered for phase 2.

19. Phase 1 Notch to Notch adjustment Primary Health Care Stream • Part L Annexure D translate Professional Nurses, Senior Professional Nurses and Chief Professional Nurses. New rank designation is Clinical Nurse Practitioner grades 1 and 2[PHC] • Part M Annexure D translate Chief Professional Nurse[level 8] in charge of either OPD and PHC in Gateway Clinic, Mobile PHC Clinic and or Clinic. New rank designation is Operational Manager Nursing grades 1 and 2 [PHC]

20. 21. In-service employees occupying designated speciality posts not in possession of prescribed post basic qualification will be translated as a once off provision in phase 1. They will not be considered for phase 2.

22. Phase 1 Notch to Notch Adjustment: Nursing Education Stream • Part O Annexure D translate Tutors [level8]. New rank designation is Lecturer grades 1 and 2. • Part P Annexure D translate Subject Heads [level 9] in nursing campus. New rank designation is Head of Department[Nursing campus] • Part Q Annexure D translate Principal: Sub Campus[level 10].New rank designation is Head of Nursing School[Hospital Nursing School]

23. Part P Annexure D translate Deputy Principal:Campus[level 10]New rank designation is Head of Department [Nursing Campus] • Part I Annexure D translate Campus Principal[level 11] in Nursing Campus. New rank designation is Vice Principal[Head of Nursing Campus] • Part U Annexure D translate Principal[level 13] in charge of college of Nursing. New rank designation is Principal of Nursing College .

24. Phase 1 Notch to notch adjustments: Staff Nurse and Nursing Assistants • Part E Annexure G translate staff nurses on levels 4, 5, and 6. New designation is Staff Nurse Grades 1, 2 and 3 • Part F Annexure G translate nursing assistants on levels 3, 4 and 5. New designation is Nursing Assistant Grades 1, 2 and 3

25. Phase 2 –Conditions for recognising relevant experience • A once off translation of Professional Nurse,Staff Nurse and Nursing Assistant[production level] in service as at 30 June 2007. • Professional Nurse grades 1 and 2[speciality nursing] and Clinical Nursing Practitioner grades 1 and 2[PHC] must be in possession of post basic qualification. • Recalculation of relevant experience of in-service nursing personnel in service as at 30 June 2007 entails recognition up to 31 march 2007.

26. Recognition of relevant experience is determined by employees current occupational category as at 30 June 2007 provided his/her occupational category remained unchanged as at 1 July 2007. • Certificates of service from previous employers to be submitted by the employee for recognition purposes and should be verified.

27. Relevant experience for in-service employees to be verified either on the service records on personal files, on Persal records and taking into account the certificates of service that may be available on personal files. • The annexure which was completed by all in-service nursing personnel for tabulation of relevant experience must be verified as explained above. The experience that may be unverifiable will not be recognised as the onus rests with the employee to submit proof in the form of certificate of service. Certificates of service must be submitted by 31 March 2008 as the cut off date.

28. Phase 2 Re-calculation of relevant experience-Professional Nurse, Staff Nurse and Nursing Assistant. • Part A Annexure G for recalculation of relevant experience in respect of Professional Nurse grades 1,2 and 3[General Nursing] • Part B Annexure G for recalculation of relevant experience in respect of Professional Nurse grades 1 and 2[Speciality Nursing]

29. Part C Annexure G for recalculation of relevant experience in respect of Clinical Nursing Practitioner grades 1 and 2[Primary Health Care] • Part D Annexure G for recalculation of relevant experience in respect of Lecturer grades 1 and 2

30. Part E Annexure G for recalculation of relevant experience in respect of Staff Nurse grades 1,2 and 3. • Part F Annexure G for recalculation of relevant experience in respect of Nursing Assistant grades 1,2 and 3.
