2. What is the Community Pass? 1 Year Pilot Project
Bus Pass at Seniors’ Rate: $28.25/ month
Looks like an express pass
Requires a special photo ID - $7.00 one time cost
Can be used on OC Transpo conventional buses - regular, express and rural routes – and the O Train.
Can be used on Paratranspo, but only with a “top up”
3. Who is eligible? People who receive ODSP, 16,000 in Ottawa area
For the main person on ODSP cheque (the person with the disability)
If 2 people on cheque are disabled, they are both eligible*
* there may be special implementation issues here
4. Who is not eligible? Not for dependents of people on ODSP
Not for people on OW, CPP-D, or other disability pensions
Coalition’s vision for it to be for all people with disabilities living in poverty and we continue to work towards that vision.
5. Wheelchairs, Walkers and Scooter The program that gave free access to people using mobility devices to OC Transpo buses is ending March 1st, 2006.
If people are registered users of Para Transpo they are now eligible to purchase the community pass, even if they do not receive ODSP. City Council recent made this change to maintain the incentive for people to ride the conventional buses.
6. Who the pass doesn’t work for People who are unable to ride conventional transit and who rely exclusively on Paratranspo for daily transit. (More than 17 times/peak/month or 29 times/regular/month).
People who use both OC conventional buses and Para, but who ride Para more than 17 times per month/peak or 29 times per month /regular
People who will not ride the regular buses more than 10 times per month
7. Where to buy the pass Only at the 4 OC Transpo locations:
Rideau Centre, Lincoln Fields, St. Laurent and Place d’Orleans
Special Community “blitzes” in February – and one on March 7th at Plant Bath from 3:30 – 5 pm
Need the special photo ID card to buy the discounted pass
Support people can purchase the pass on behalf of the individual, if they have the person’s photo ID card with them.

9. How to buy the pass?
Need to complete an original application form
Need to have ODSP proof
Need to have photo ID
Need to have a guarantor if no photo ID

Available (one time) at the “Blitz” locations

11. ODSP Proof Current ODSP document that includes ODSP ID number and recipient’s name:
ODSP cheque stub*
ODSP dental card or drug card
Photocopies will be accepted
* if an individual gets direct deposit, the “stub” part does not have their name on it, and so they would need to use the drug or dental card.

13. Guarantor if no Photo ID For people who have no photo ID, they want a community guarantor that will verify the identity of the individual.

OC Transpo is seeking limited # of guarantors within each agency
14. Sign Up for Evaluation Application form has consent for contact for evaluation purposes.
Also, People with disABILITIES: A Community Coalition also has a separate consent form.
Please encourage clients to give consent for contact to help with the evaluation.

17. Community Pass and ODSP Med Tran Allowance These are not mutually exclusive - go for both!
Before you needed about 12 “medical” appts a month to qualify for a MSN Medical Transportation allowance equivalent to the cost of a bus pass.
Now, you need 5 “medical” appts to qualify for the cost of the new Community Pass.
18. Already receiving ODSP Medical Transportation Allowance? ODSP will send a mail out to clients in receipt of the MSN travel and transportation allowance advising them to apply for the community pass. They will be given a time frame to allow them time to apply. Towards the end of May all MSN clients who use regular transit will have their MSN adjusted to the new pass amount.
ODSP will reimburse clients in receipt of the MSN travel allowance the $7.00 cost of the photo ID card.
Clients that use Para will be asked to call ODSP so their MSN travel amount will remain at the appropriate amount.
