  2. FFY 2007 Requirements • Training at 300 and 400 level • JIC/JIS/PIS implementation • Department/Agency POC • Local POC • Adoption at local level • Exercises • Information sharing • Resource Typing and Database

  3. FFY07 – TRAINING • ICS-300 • Assumptions • 100,000+ Police/Fire/EMT/OEM personnel • Based on 1-5 span of control, 20,000 to 25,000 need ICS-300 • 20 persons per class • 1,250 classes needed before 10/1/07 • THIS CAN NOT BE DONE!

  4. FFY07 – TRAINING • ICS-400 • Assumptions • 25,000+ Police/Fire/EMT/OEM personnel require 300 level training • Based on 1-5 span of control, 4,000 to 5,000 need ICS-400 • 20 persons per class • 250 classes needed before 10/1/07 • THIS CAN NOT BE DONE!

FFY07 – TRAINING • Alternatives • Contractor based training • $4,000 - $5,000 per course • $5 to 6 million for ICS-300 • $1 million+ for ICS-400 • Unrealistic funding request under HSGP • Doesn’t develop experience and proficiency • Logistical nightmare to arrange facilities • Renting facilities increases costs • 30 three day courses per week needed

FFY07 – TRAINING • Alternatives • TTT courses and deliver balance with existing assets • 10 persons per course – results in 5 teams • 100+ TTT needed to develop capacity to meet demand (assumes class members will be full time instructors) • Instructors may not have experience with system, only with instruction • Instructors have other jobs that will limit number of courses taught

FFY07 – TRAINING • Alternatives • Leverage existing State/county/local instructors • Limited number of ICS-300 instructors • Limited number of ICS-400 instructors • All existing instructors have full time jobs that will limit the number of courses that can be taught! • Can NOT hire new employees to be instructors or backfill with limited HSGP $ !

FFY07 – TRAINING • Alternatives • Develop Incident Management Teams • Develops experience through shadowing and operations • Provides cadre of experienced individuals who can provide instruction • Will reduce or eliminate 300 and 400 level training requirements for municipalities and agencies that adopt use of team • Allows IC/Ops Chief to focus on Operations • TCL indicates State should have Type 2 and urban areas Type 3 teams

  9. IMT DEVELOPMENT • 21 County based Type 4 Teams • Provides support to smaller incidents • Provides management structure while Type 3 Teams are mobilized • Provides training and experience for future Type 3 and Type 2 Team members • Allows migration to urban area Type 3 teams in future

  10. IMT DEVELOPMENT • 2 Type 3 Teams • Statewide Team • UASI Team • Can support: • On scene operations • EOCs • Catastrophic events • EMAC mutual aid • Exercises • Special events • Eventual migration to Type 2 teams (TCL) • Will provide experienced individuals who can be utilized as trainers

TRAINING NEEDS WITH IMTs • Development of IMTs reduces, but does not eliminate overall training requirements • IMT training • Command & General Staff for Type 4 teams • Intro to Unified Command for Type 4 teams • 7 days of team-specific training, All-Hazards IMT for Type 3 teams • Position Training • Type 3 Incident Commander • Type 3 Planning Section Chief • Type 3 Logistics Section Chief • Type 3 Administration/Finance Section Chief • Safety Officer • Public Information Officer

TRAINING NEEDS WITH IMTs • Development of IMTs reduces, but does not eliminate overall training requirements • ICS-300 training • Still required for larger departments and agencies • Select State and county EOC personnel • Encouraged for those who want to develop skill sets • Required for certain professional advancement (e.g. DFS Career Chief Officers) • TTT courses to be delivered to allow local departments to leverage existing training assets

TRAINING NEEDS WITH IMTs • Development of IMTs reduces, but does not eliminate overall training requirements • ICS-400 training • Some instructors are available within State • To be delivered on a contractor basis when needed • Encouraged for those who want to develop skill sets • Required for certain professional advancement (e.g. DFS Career Chief Officers)

  15. FFY 06 TRAINING FUNDING • FFY06 Funding is available • ICS-400 • Roughly 21 courses (one per county) depending on contractor cost • 8 each of (2 per OEM Region, 2 Statewide) • Planning Section Chief • Logistics Section Chief • Administration/Finance Section Chief • State IMT Training

JIC/JIS/PIS IMPLEMENTATION • FFY07 guidance: • Public Information System: Institutionalize, within the framework of ICS, the Public Information System, comprising of the Joint Information System (JIS) and a Joint Information Center (JIC). The Public Information System will ensure an organized, integrated, and coordinated mechanism to perform critical emergency information, crisis communications and public affairs functions which is timely, accurate, and consistent. This includes training for designate participants from the Governor’s office and key state agencies.

JIC/JIS/PIS IMPLEMENTATION • Conduct JIC training for State and County PIOs • IS-702 National Incident Management Systems (NIMS) Public Information Systems • Classroom training • Exercises • Assure plans, policies and procedures are adequate to meet requirements • Explore use of technology to create a virtual JIC • Develop common messaging templates for State/county/local use

  18. SINGLE POINT OF CONTACT • FFY07 Guidance requires: • Single POC for State • Single POC for each State Department and Agency • Single POC for each local government • POC responsible for: • Reporting compliance • Completion of NIMCAST for Dept./Agency or local government

  19. SINGLE POINT OF CONTACT • POC requirement will present challenges at all levels as POCs also needed for: • EMAC Deployments • Resource Database • Virtual Academy • Other OEM and HS functions

  20. ADOPTION AT LOCAL LEVEL • FFY07 Guidance (contrary to prior year’s guidance) requires: • Adoption at local level (county and municipal) by resolution or ordinance • Tracking of adoption by State POC • County/municipal POC to certify adoption in NIMCAST

  21. EXERCISES • NIC to release NIMS Exercise Guidance • NIMS Exercise Guidance to include 20 sample ttx • NIMS concepts to be incorporated into all exercises, drills, etc.

INFORMATION SHARING • Guidance: • NEW FOR FY07: Develop systems, tools, and processes to present consistent and accurate information to incident managers at all levels (e.g., common operating picture) • This can be accomplished by expansion of the E-Team system and continued fax and e-mail blasts of IAPS, Situation Reports, etc.

RESOURCE DATABASE • Guidance: • Required Action #1 for Compliance: - Inventory state response assets to conform to homeland security resource typing standards. • NEW FOR FY07: Validate that the inventory of response assets conforms to homeland security resource typing standards. • NEW FOR FY07: Utilize the state/territory response asset inventory for Intra and Inter-State Mutual Aid (such as Emergency Management Assistance Compact (EMAC)) requests, exercises, and actual events

RESOURCE DATABASE • Compliance Actions • Training: IS-703 NIMS Resource Management (www.training.fema.gov/emiweb/IS/is703.asp) • Full participation in State Resource Database • Populate with assets • State • Local • NGO • Volunteer fire/EMS • Use on events/incidents • Future considerations include private sector assets

  25. CREDENTIALING • Continue development and roll out of standardized State identification card • Implement standardized ID for emergency services

NRP IMPLEMENTATION • FFY07 HSGP Priorities • Evacuation and Shelter Planning • Logistics Planning • Catastrophic Incident Planning • Future Issues (FFY08 and beyond) • Will DHS require county/local EOP to be ESF based? • Incorporation of terrorism into Hazard Mitigation Planning? • Other DHS requirements?

  27. ONGOING NIMS ISSUES • NIC currently revising NIMS document • Command/Control will stay same • More detail for: • MACS • PIO • Resource Management • Preparedness • Drafts due out in February and April

ONGOING NIMS ISSUES • NIC developing all-hazards FOG • PIO/MACS guidance to be released in spring • NIMS exercise guidance w/ 20 ttx • NIC to develop 5 year training plan • FFY08 guidance will also have roadmap for FFY09 and FFY10 guidance • Standardized curriculum for 100 – 400 and position training (all-hazards)
