Chapter 257 – Current Status • The current Chapter 257 status is noted below –
Chapter 257 Funding in H.2 for FY2015 • Agency maintenance requests for FY2015 include $188M in funding for the following projects – • Adult Long-Term Residential - DDS, MRC, MCB • Placement and Support Services - DCF, DYS, DDS, MRC, MCB • Clinical and Medical Counseling, Therapy, and Treatment - DPH • Competitive Integrated Employment - DTA, DDS, MRC • Family Transitional Supports - DCF • Family Resource Centers - DCF, EHS

Chapter 257 Status – Updated Workplan • Based on an extensive review of the remaining programs subject to Chapter 257, staff at EHS and the agencies are working on an updated “workplan”. • While we had hoped to be able to share it with the PCAC at this meeting, it is still being reviewed internally, and thus is not ready for publication. • The process has been helpful to identify which projects to fund in FY2015 as part of H.2. • The goal of the workplan is to list each program on one list – either for the initial rate development or rate review.
Chapter 257 – Improving Source Data • In developing rates under Chapter 257, EOHHS and CHIA have relied in large part on contract data (Attachment 3) and provider Uniform Financial Report (UFR) submissions, among a variety of other sources. • Once contracts are paid under rates, Attachment 3s are no longer required, so the only readily available source for rate reviews will be UFR data. • EOHHS is planning to review UFR data fields in conjunction with OSD to ensure that the data fields are clearly defined. • In addition, EOHHS agencies will be encouraged to participate in the UFR field definition exercise, as well as outreach to providers to ensure consistent use of the redefined fields.
Chapter 257 – Provider Salary Reports • In addition to the refined UFR fields, EOHHS is interested in tracking salary information more closely. UFR data is reported in summary fashion, but more granular detail would be helpful both for rates and other policy initiatives. • EOHHS is drafting a policy to require that providers being paid under a regulated rate submit a salary report every 6 months. The report would include de-identified salary information for all provider staff members. • Each rate regulation includes a clause requiring submission of additional supporting information to CHIA within 21 dates of a request, or be subject to a rate reduction of 15% or 25% (depending on the regulation).
