Where We Are Today • RCWG: there’s a knowledge gap • Tried to align SOL and IROL Technical Document with the standards—doesn’t work • FERC assessment: • Lack of Next Day analysis • OK to exceed 30 minutes? • Use of TLR procedure • We always have to explain what we’re talking about
The Situation • IROL and SOL is spread across numerous Standards and Requirements • Each standard may imply different concepts • Some tie SOLs to equipment limits • Some imply that an event happens first • FAC standards assume SOLs and IROLs exist in the “planning horizon?” • Does Table 1 also apply in the “operating horizon?”
What We Need To Do Agree on 3 Basic Concepts! • SOLs and IROLs are operating states • Determined by “what if” studies • Must be relevant to the timeframe • L.T. Planning v. Ops Planning v. Real-time • Need to define “scope of coverage” • “Have I studied this?”

Concept 3 – “Scope of Coverage” We should not operate outside of Studied Conditions!
Steps • Revise the Concept Paper • OC/PC Endorse Concepts in December • TIS/OLDTF/SPCTF/EIEIO work together on Concept Paper • OC/PC Review Concepts Paper in March • Then review the standards
