China is one of Countries Most Vulnerable to Climate Change • The mean surface temperature has increased by 0.5-0.8°C in China in the past century, which is slightly higher than the magnitude of the increasing global mean temperature in the same period • Each year, the affected population by weather-induced disasters is about 400 million, more than 4000 people are killed, and direct economic loss is up to 30 billion USD.

Challenges of Climate Change to China’s Sustainable Development • Increased instability of agricultural production • Increasingly serious problem ofwater resources • Significant retreat of glaciers • Greater risks in operating safely major engineering projects • Economically developed coastal areas are subject to the threat of sea-level rise As a developing country with a large population, China has complex climate, fragile ecological environment as well as the lower and uneven economic development level. China is facing the dual tasks of responding to CC on the one hand, eradicating poverty and achieving sustainable development on the other.

Major Efforts Made by China • S & T Development on energy conservation, emission reduction and climate change response strengthened more than 1 billion US dollars invested between 2006 and 2008 Important research findings transferred into applications • International cooperation more active 103 agreements on S & T cooperation with 97 countries • Outreach of CC science emphasized S & T Action Plan on Energy Conservation and Emission Reduction developed Climate Change-China in Action video films produced

  7. The Challenges Faced by China • Increase understanding of CC and to define the interactions between CC, nature and human activities; • Enhance the reliability of climate models; • Identify the trends of regional climate change and their impacts; • Face many bottlenecks in key technologies

Future S & T Innovations • Scientific research on CC Climate system observations; climate system models; detection and attribution analysis; correlations of CC with Asian monsoon; extreme climate events… • Climate-friendly technologies development energy-conservation and energy-efficient technologies; renewable energy technology, clean coal technology… • Technologies and measures in adaptation to CC Integrated impact assessment models; impacts on major vulnerable sectors; adaptation technologies and measures…

Suggestions 1.Innovations in science and technology should be strengthened to enhance global scientific and technological capacities in response to climate change The innovative research and development will enable us to better understand the causes of climate change, to more accurately assess the its impacts and trends, to reduce uncertainties, to more efficiently develop key technologies, and to formulate economically viable plans, mechanisms, policies and strategies.

  10. 2.The international scientific and technological cooperation and technology transfers should be strengthened, so as to improve the capability of developing countries to address climate change. The necessary path for international community to meet challenges of climate change is to open the international cooperation in science and technology, and to share research findings. The enhancement of scientific and technological capacities in the developing countries is a fundamental approach to address climate change within the framework of sustainable development.

  11. 3. Greater importance should be attached to strengthening outreach of scientific knowledge, to enhance awareness of climate change by the international community. With joint efforts of scientists and media, the scientific conclusions on the facts and impacts of climate change, the scientific measures on adaptation and mitigation, and its uncertainties should be communicated to general public and policy makers by using acceptable modalities and easy-to-understand language, for better outreach of basic scientific knowledge of climate and climate change.
