  14. Brian Murphy Head of Trade Services

  15. Practical Scenario Planning Brexit and Your Supply Chain @Irishexporters

  16. DATA ANALYSIS 2016 740,000 Import Declarations 2016 600,000 Export Declarations Third Country Scenario 20 Million Import/Export Declarations 80 % current flow by Authorised Economic Operators

  17. EXPORT DECLARATIONS Our Analysis 600,000 Export declarations Processed by Irish Customs in 2016 STEP 04 Prepare Import SAD. STEP 02 .Review Data and Submit SAD Increased point to point communication STEP 03 Arrange carrier pick-up STEP 01 Prepare shipment data for export declaration

  18. Customs Declaration Process • Main legal provision for export of goods from EU is the Union Customs Code (UCC) • Export/Import declarations are needed for all exports to Non-Eu or “Third Countries”. Transit declarations may be needed for UK Land bridge. • Declarations can only be made electronically • Data input in your declaration will determine your routing in the AEP system • The trader is still liable for the data integrity, especially relating to value of shipment and correct commodity codes. • Cost the process to determine further actions

  19. Tariff Classification • It is the most significant part of how customs do their business. It is at its core as ultimately, third country duties are calculated based on the type of goods you’re exporting • It will discharge liability from procedures associated with for example, inward processing, which is an economic cost • It will always be the responsibility of the exporter to determine the correct commodity code for their product .i.e. the trader themselves • Export controls will be based on these codes • Contractual terms of delivery must be reviewed in terms of third country trading

  20. UK Inbound Customs and Land Bridge • Customs transit used to facilitate movement of goods between two points of customs territory • Allows for temporary suspension of duties, taxes and commercial policy measures • Common transit procedure in place in all 28 EU countries as well as Iceland, Norway, Liechtenstein and Switzerland, Macedonia & Serbia • Union transit operates between member states and applies where goods pass through a third country • Transit declaration is still required and is submitted electronically

  21. Benefits of AEO Post Brexit • Streamlined and modern customs procedures for which IT systems will become the major tool to monitor • Reduced data set requires when AEO certified • Where physical controls are in place, AEO’s given priority treatment • Reduced document checks, especially in third country scenario • UCC model meets requirements of both WCO and WTO • AEO’s will be in a stronger position to benefit from simplified procedures • The Simplified Declaration Procedure • Local clearance procedure

  22. OPERATIONAL MODEL Structure Assess current operational structure Strategy Mid to long term plan-operational changes Management Assign resources Target Review for implementation Operation analysis • For Supply chain, key areas of focus are transport and logistics, regulation and tax, customs and compliance. • Additional supply chain costs calculated as percentage of sales. This gives you a benchmark from which to improve operational efficiency. • Treat UK and NI trade as “third country” status.

  23. Conclusion • Brexit is a disrupter, but it is possible to become operationally ready • If Brexit forces a market diversification strategy for your business, these actions can be used when shipping to other Non EU destinations • Mitigate the risk by preparing a practical operational plan • Compliance is always a good approach – transparency in your supply chain has many operational and financial / security benefits for your organization • Make use of the various government supports available at present • Contact brianmurphy@irishexporters.ie for any further assistance and information on supply chain training
